UPE poor performance blamed on accounting officers

The poor performance and improper implementation of Universal Primary Education and Universal Secondary Education programmes has been blamed on accounting officers in the Ministry of Education and Sports and those working in the Local Government.

The Principal Assistant Secretary in the Ministry of Education and Sports, Aggrey Kibenge has told the judicial commission of inquiry into the mismanagement of UPE and USE Funds in Kampala today that the accounting officers mentioned above delay to produce progress reports.

Kibenge says these accounting officers release progressive reports late which makes planning hard.

The Principal Assistant Secretary says that unless the accounting officers produce work and progress reports on time, the funds for education projects cannot be realized.
