She says the laws of Uganda provide that a person is free to refuse police summons and the force proceeds with the matter to court.

Otunnu has dishonored police summons twice. The police are accusing Otunnu of having defamed the President of Uganda in Lira recently during a radio talk show.

Police alleges that Otunnu while appearing on Voice of Lango FM in Lira stated that President Museveni sponsored LRA rebel activities in northern Uganda.
