The Parliamentary Defense committee has given the Ministry of Internal Affairs up to April 30th to explain circumstances under which the National Identification Card project was tendered to a private company without notice to the committee.

The committee, while scrutinizing the ministry’s budget today, raised concerns over the funding of the project which will be handled by German company, Muhlbeur High Tech International.

Committee member and Shadow Minister of Internal Affairs, Hussein Kyanjo, noted that initially, government had budgeted 600 million shillings for the project but it has now increased to over 180 billion shillings.

Kyanjo says the MPs also want a thorough explanation on whether government followed the proper procurement procedures to purchase the biometrics equipment needed for the project.
