The president of the republic of Uganda, Yoweri Kaguta Museveni has indicated that lack of skills necessary for the available jobs is the biggest problem to unemployment in Uganda but not job scarcity.

While reacting to the 2010/11 budget speech by Finance minister Syda Bumba at Kampala Serena Hotel, Museveni says many health centres in the country lack doctors. He says people lack skills to take up such jobs.

The president says parents pay a lot of money to educate their children which has forced the government to set up a school leavers fund so that unemployed graduates can get low interest rates loans to start business and become self employed.

He says the youth should utilize the fund to help improve their livelihoods
