This issue of fraud and corruption is live and it eats our flesh, it smells like a cancerous wounds.
What do you expect when the boards are ignorant of their tasks and roles to deliver on the State objective. What happens when we have guys just eager to unleash greedy minds and pounce on the only reesources in form of loans to manage public projects! Shs.2.9 billions would feed enough of those families that depend on less than one dollar aday. Just think of the numbers of families that would survive this if it was a social grant to us rural families. How many of us , just to remind myself of the numbers we would be at least families=1074074.0740740740740740740740741. When some guys think that they are smart with fraud and can get away with it is just like building a house on sand thinking it is easy to stay stronger yet not. I’m saying those who steal public funds thinking that they wont be seen or brought to book are just dreaming. I don’t know if such guys really know that they can be got pants down? Any system a fraudster can think has evern been committed elsewhere so they should know that it is easy to follow the fraudsters traits. To catch a their, one must think like a thief and then go back on the drawing baord to know the minds of such fraudster. How on earth can some one think that bank records of cash or banking whatever don’t live trace of funds movement up to the last coin spent,can easily be traced. So fraudster, my appeal to you is that stop being busy stealing public funds, just know that we shall catch up with you. Know tath it is easy to catch a Uganda fraudster simply because our systems are not sophisticated like those in other countries. It is easy to know I’m rich or not by looking at my past, what I do and how much I bank . Such frequencies in like partners can reveal I’m either a fraudster or not. Just when you trace the movement of funds investigiated in UWA, then you can rest be assured that guys just think that project funds are there for stealing after all who values wildlife. Money is stolen with impunity. The problem with government is that they appoint guys who have no recourse on service delivery nor are they up to serve the intended goals of the government ministry or project. They are up to all the time thinking about the hows and wheres mission to mismanage public funds or public loans. To me it is easy to get such guys from inception to prosecution and marriage of behaviour to connote to fraudulency.
