People don’t litter because the are litter-bags but because they have bin let down by urban authorities as urban authorities have failed to guide the public on what to do.

You will agree with me that there is no town in Uganda with a known and people centred waste management strategy, that encourages communities to participate.

It is on this not that I humbly wish to remind the Hon that the laws alone my not achieve much as we have more free-riders than those that are willing to contribute towards improved waste management.
