Who put a spell on KCCA? Lukwago makes swearing in of deputy mayor complicated

 Kampala Deputy Lord Mayor, Sulaiman Kidandala was finally approved two months ago but he was yet to get a single penny as Deputy Lord Mayor because he was not yet sworn in.

The Lord Mayor Erias Lukwago had first blocked the swearing in ceremony of Kidandala because the Lord Mayor reasoned that he had done it a long time ago and he could not repeat the process.

But this was funny because if that was the case, he would not have brought back Kidandala’s name for approval as he did two months back. The rigidness of Erias Lukwago had therefore made the swearing in of the KCCA Deputy Lord Mayor as complicated as it was during the appointment of the Deputy Lord Mayor. In fact this forced the president of the Democratic Party (DP) Norbert Mao to ask that ‘WHO PUT A SPELL ON KCCA?’

However  the Deputy Lord Mayor Sulaiman Kidandala was finally sworn in on Tuesday by the Buganda Road Chief Magistrate Sylivia Nabaggaala.

Late last year, Nakawa Chief Magistrate Charles Serubuga conducted the same ceremony but the judiciary nullified it, saying that the magistrate had over stepped his jurisdiction to administer the oath.
