Really, this report is good.it teaches me more about economic development. What I miss in the report I think is more clarity on public value created as a result of all the sectors of the Ugandan economy seem to have improved. The issue of Kenyans taking up jobs in banks in Uganda is not that we don’t’ have technical skills, but the policy dodges us to getting those jobs. The investor has not been told that all jobs are for Ugandans. Regarding computer skills surely the issue lies with the ministry of education planning which has for long not taken this as a serious issue. Well the Kenyan banks in Uganda would want to continue employing their own in Ugandan banks limited for obvious economic reasons. Besides, Ugandans are many in Kenya who teach skills and produce those who come to work in Uganda so Ugandans are ahead in those circles. We only need to avail them conducive environment for them to come back home and work for Uganda. in many institutions including the South African ones, you find that there are many Ugandans with skills the raw skills they acquired in Ugandan schools as they are, but the knowledge acquired has made Uganda proud such that when Ugandans go on kyeyo, they are the best performers. Possibly, the Ugandans don’t perform well as is correctly put due to the work attitude. But why? I think it is because of compensatory issues but this has not been researched empirically to support this argument either. My question is “how has household incomes been transformed with the perception on public value?” I just want to learn more about public value, economic wage, performance and transformation of the public sector manager underpinning economic growth?
