My concern is focus on water harvest has not been properly provided for and food security is not properly taken care of. Why? weather forecasters should have provided that rain pattern is not conducive for agricultural production hence provision for food security. Moreover Uganda is a net absorbent of refugees from neighboring countries who will need national resources first such as shelter,food and medicals before UN comes into rescue scene. Next is the poor absorption capacity of financial resources which hinder development .How are such risks provided for in the budget? Also rail networks seem not to attract deeper attention for economic development yet comes into play in other ministry socks as the most important issues at hand which can steer development by transporting much needed agric products.
