Members of Parliament have rejected surrendering their powers to government to withdraw funds from bank of Uganda without parliament approval under the public finance management Act 2015. The MPs who include Nathan Nadala Mafabi and Jack Wamai wamanga say that they are not going to give government a blank cheque to borrow money without approval of Parliament yet government has been always running to parliament whenever there is an emergency.
Aruu county MP Samuel Odonga Otto wandered why the government wants to change the law now and yet it has always borrowed money with parliament approval with no problem. The Minister of finance Matia Kashaija says that there is alot of services to pay for and they cannot keep coming to parliament for its financial approval.
The opposition chief whip gave this law a year to be operationalized and see which problems shall be faced and later change it. MPs refused to continue with the bill until today for further consultation
