According to the Commissioner General of Prisons, Johnson Byabashaija, while appearing before the Parliamentary Human Rights Committee said that they are facing a challenge of well fare of increasing numbers of newly born babies by inmate mothers.

He says prisons only run an annual budget vote on babies of 60m which is insufficient.

Byabashaija further says the little they have managed is to construct two day care centers in Mbarara and Kampala major prisons and soon also in Gulu one is yet to be constructed.
