My verge of discovery led me to dating someone with a broken heart. Recently, I met a charming strong guy in his early 30’s at a coffee shop just across the street. He was very attractive whereby resisting approaching him was difficult to me. We connected immediately and started spending more time together. The more time I spent with him, the more I fell for him only getting closer and closer to him, and wanted him to do the same for me. I could tell he was not feeling the same way, his eyes showed although he kept on assuring me that he felt the same way.

The reality is, he was coming off a nasty break up with his seventeen year old girlfriend.  She walked away on him with no verified reason which broke his heart.  His mouth said “Am OK,” fingers kept on texting “Am fine” but I could hear his broken heart cry out loud .He needed a savior to save his good soul and angelic heart that was believing in righteousness. He had just been hurt badly which he didn’t deserve. My motherly soul could not let him go, I wanted to be by his side to comfort him, make him truly trust and love again.

I know it is hard to ask someone with a broken heart to love again. I know how it is like to have a broken heart and feel the pain. I have been there 3 years ago my ex-boyfriend left me for another girl. It was unexpected. It was the worst feeling ever. The pain hides inside but it hurts every time you breathe. It is hard to fit broken pieces to an original shape but we try to move past failures, act strong and move on. I believe a heart break opens doors to new beginnings; I was the new beginning to start over and be happy.

The deeper and deeper I fell in love with him, the more I kept on re-assuring my soul that everything would be fine. I didn’t think it through. My body, heart and soul were yearning for only one person. He opened up to me that he was not ready, he needed time to heal. I think I read the signs but I failed to interpret them. They say, what goes round comes back round. I gave him my heart with expectations of making it stronger, I just didn’t expect receiving it into pieces. Here I go again, teaching my heart to be strong again. I will get over him soon enough but I will never mention “I wish I never met you” because once upon a time, you were exactly what I needed.

Garrisa University Attack“We can no longer stand before the public and assure them that the security is being beefed up,” were the words of Mandera County Governor Ali Roba in an address on March 16, 2015 in Nairobi.

In the conference, Roba had no better words for the Kenya security operatives whom he accused of neglecting the fragile Somali boarder region under his government. Governor Roba by March 16 had survived six assassination attempts on his life reportedly by Al Shabaab.

Mandera is neighbor to Garissa county, the home county of Garissa University College, in the former Northeastern province, where a heartless slaughter of over 150 people took place on Thursday in broad day reportedly by the Somali based Islamist hardline militants Al Shabaab at a barrel of a gun.

Mr. Roba reignited the public opinion that; if state had no capacity to protect their own, there was then no reason to continue with an operation in the war torn horn of Africa state, a reason the Al Shabaab group has based on to attack Kenya and threatened the rest of the regional states especially Uganda.

“The government has a responsibility to protect the whole country, and there is no need for it to keep soldiers (in Somalia) to protect Somalis instead of protecting Kenyans,” he added. This debate never started with Governor Roba. Some schools of thought assert that the idea of deploying of the men and women in uniform by Uganda, Burundi and Kenya among other continental powers to help pacify the war torn Somalia had a big bare in it.

This monster, it is said has since given the region sleepless nights. Kenya Deputy President William Samoei Ruto in an earlier statement defended the state position. The Somali mission he said was a noble role for nations of good will especially in the region and Africa as a whole.

“As African leaders, we should be in the frontline helping our brothers and sisters in Somalia…We can be limited in capacity but not in the willingness to assist,” Ruto noted.

To authenticate his word, Mr. Ruto promised to establish an embassy in Somalia as a way of sealing the philanthropy.

“We are willing to share our expertise in infrastructure development, in education and in training the police in our efforts in stabilizing Somalia,” Mr Ruto was speaking after a talk with President of the South Western state of Somalia Shar, Hassan Sheikh Adan, who visited him at his official residence in Karen.

But DP Ruto as fondly known by his acolytes and supporters knew well the effort could come with a price namely a chunk of resources to part with as a way of giving capacity to a state to handle the consequences especially in security terms. Analysts assert that the placement of a Ksh 20 million, about bounty on suspected Garissa University siege mastermind Mohammed Kuno is a clear indication that state had known of their assailants and failed to act on the information obtained from their own reconnaissance.

Police say Kuno commands the militia along the border and is responsible for cross-border incursions in the country. In the recent past, he has intensified attacks in Northern Kenya and the Coast region, particularly Garissa, Mandera and Lamu, according to a statement that followed the bounty

Kuno is believed to be very religious and has been a madarasa teacher for several years. He worked for Al-Haramain Foundation between 1993 and 1995 before the institution was closed. At the time, he was known as Sheikh Mahamad. .He thereafter joined Al-Shabaab after being motivated by the ideology of the Islamic Courts Union to establish an Islamic statehood in Somalia.

Police adds that he holds three aliases: Sheikh Mahamad, Dulyadin and Gamadhere. The document notes most of “Sheik Mahamad’s” recruits are family members and former students of Madarasa Najah. He is also known to have an extensive terrorist network within Kenya, particularly at the Dadaab refugee camp.

“How then can a hardliner trailed to that level remain elusive to state security? These people should take full responsibility” Jared Odero, a student of literature and philosophy at Egerton University wonders.

According to Kenya president Uhuru Kenyatta, the attack is a result of lack of security personnel to pacify the nation. He has since called on the police, to turn down a court order that had barred the institution from recruiting 10,000 men force to control the situation with immediate effect

“We have suffered unnecessarily due to shortage of security personnel. Kenya badly needs additional officers, and I will not keep the nation waiting,” Uhuru noted in an address yesterday as the nation grieved the attack.

“I further direct the Inspector-General of Police to take urgent steps and ensure that the 10,000 recruits, whose enrollment is pending, promptly report for training at the Kenya Police College, Kiganjo.”

To the young men and women who according to Kenyan Ex-premier and Leader of Opposition Cord Coalition Raila Odinga were “beaming with hope for themselves and their country, which they certainly hoped to help change and develop”, May their souls rest in peace!

Senior government officials in Kenya, Burundi, Ghana and Uganda are worried after intelligence information indicated that Al Shabaab rebels are planning to start kidnapping them.

Security sources in Uganda told one of our security reporters yesterday that Al Shabaab fighters are planning to start kidnapping senior government officials in countries that have foreign troops in Somalia and take them to unknown locations. Uganda, Kenya, Burundi, and Ghana deployed heavily in Somalia on the permission of the African Union.

The Al Shabaab fighters based in Somalia are feared across the world for planting bombs in social centres and kill hundreds of civilians. In 2011 they killed over 76 people in Uganda’s capital, Kampala and recently killed over 70 people in a gun attack in Nairobi, Kenya.

However, the security sources in Uganda told us that they are ready to contain any political situation by the Al Shabaab.

I have looked at the Independence Day program and got shocked! It only indicated arrivals of the invited guests; it only had one speech; that was of president Museveni. The other speeches were the prayers from the Bishop of Mbarara and Sheikh Shaban Mubajje, the Mufti of Uganda.

The area Mayor of mr, Makuru, area MP Hon. Roland Kaginda all FDC, and the District Chairman were not given space to welcome guests!! The occasion MCs were Minister for Kampala, Frank Tumwebaze, NRM party spokesman Ofwono Opondo and Army Spokesman Paddy Ankunda!
It made the Celebration appear as a State of The Nation Address!! The FDC former president, Dr. Kiza Besigye was arrested in Rukungiri for leaving the independence day celebrations before President Museveni.

Dr. Kiza Bsigye, Kampala Lord Mayor Erias Lukwago, Kawempe Mayor Munyagwa Mubarak and FDC woman leader Ingrid Turinawe were also rounded up by the security forces and put in a police van in Rukungiri.

In August this year the Deputy Speaker of Uganda Parliament, Jacob Oulanyah was in thrust in the eye of the storm when he presided over the passing of the Public Order Management Bill, which many people in Uganda and human rights activists around the world branded illegal and draconian since it gave the Uganda police powers previously struck out by the Constitutional Court of Uganda.

The Public Order Management Bill did not put the people of Uganda first, the former minister of Uganda for Local Government, Bidandi Sali told Ultimate Media on Tuesday in Kampala. The retired politician describes the Public Order Management Bill as dangerous, illegitimate, authoritarian and undemocratic legislation.

Under the Public Order Management Bill you cannot discuss poor service delivery by the Uganda ruling National Resistance Movement (NRM) headed by president Museveni without permission from Uganda Police. Even if you are in your home, you cannot discuss lack of drugs in hospitals and bad road network without seeking for permission from people in power.

In Uganda, one can not discuss matters of public interest when convening gatherings like birthday parties, wedding meetings, religious fellowships, and meetings of professional associations without police permission. The Public Order Management Bill prohibits discussing public interest issues while assembled in groups like market vendors’ associations, mothers’ union, taxi drivers, prayer groups, old students associations, and or discussing failures of government like corruption without first seeking for approval of Uganda police. Bidandi Sali challenges leaders in Museveni’s government to desist from taking part in the enactment of anti people and undemocratic laws.

Although Uganda is a Sovereign Independent State, it has no capacity to defend its citizens and other residents against terrorist attack, Gen. David Sejusa has announced. But Uganda has a police force, an army and other security agencies including intelligence networks like internal/external intelligence organisations. The government of Uganda has even discriminately chosen some of its soldiers to undertake specialised trainings in countries like England and United States of America.

Sejusa, speaking to one of our staff members on social networks said that Uganda’s security weaknesses originate on the poor way police and army is recruited. It is said across Uganda that people who come/ originate from the region where the president originate from have higher chances of being recruited in the army, police and or other security agencies or to get promotion. Many Ugandans because of this have gone ahead to believe that Uganda’s army (the UPDF) and police is more of a one community managed force. Sejusa fears that negative forces may one day utilize lack of national character in Uganda’s security forces to overtake the political setup in Kampala. The suspected Al Shabaab fighters in 2010 penetrated Uganda’s security and killed over 70 people at Lugogo Rugby Club and Ethiopian Restaurant Kabalagala in Kampala during the World Cup soccer finals.

The mini criminal session printout for Nakawa High Court Central Circuit by Justice Wilson Masalu Musene starting 10th September 2013 onwards have revealed that women lead their counterparts the men in committing crime in Uganda. Some of the crimes women top men include murder, aggravated robbery and aggravated defilement. However, in the same report, men also top women in committing terrorism and related charges.

The report by Justice Musene indicates that out of every 50 people who commit crime, 32 must be women. For example, the judge shows that on 10th September 2013 alone, he is going to hear 20 cases of murder, child stealing, aggravated defilement and terrorism.

But out of the 20 cases, 17 of them were committed by women. The people involved in these cases are Okwanyi Tonny- aggravated robbery under CRB Kaw 3909 of 2009, Namutebi Easter, faces murder, registered as Kaw3909 of 2009, Kwiyocwiny Maureen, also is accused of murder under file number 3909/9, Babirye Joanita, aggrovated robbery, Kaw 3909/9, Namakula Rehemah and 2 others, murder under file number krd 2200/10, Nambuusi Mankulata, murder, krd  2200/10, Batwawula Frorence, murder, kra 1157/10, Naziwa Jane, aggravated robbery, kbg 748/11, Nakalyango Grace and others, faces murder, kra 704/09, Tindiweji Winfred, murder, kbg 1219/10, Mukulu Viola alias Shilla, murder, kra 1234/11, Namusisi Maimuna, faces child stealing, kra 1234/11, Nakimbugwe Allen, murder, kra 1234/11, Namyalo Bridget, aggravated defilement, Nakigizi Regina, murder, kaw 3012/12, and Kayaga Edith, murder kaw 3016/12 among others.

There are several reports in the local and foreign media that Ugandan government commits arbitrary or unlawful killings. According to media records available within and outside Uganda, Uganda’s Special Security Forces use excessive force and live ammunitions during joint security operations in various districts such as Kampala, Masaka, Jinja, Wakiso among others resulting into deaths.

On January 22, 2011 the police in Uganda arrested one of the government aides called George Agaba, and his bodyguard, Police Constable Santos Makmot Komakech for killing John Onyango, a businessman during an eviction in Kampala.

Komakech, according to eye witnesses fired his gun to disperse a crowd, resulting in Onyango’s death. Ugandan government authorities charged Agaba and Komakech with murder but it later released them.

Uganda police force is not excluded. On March 2, 2011 the police arrested its officers in Masaka for killing a suspect. The police officers arrested over murder included Assistant Inspector of Police,  Apollo Bamwesige, officer in charge of Criminal Investigations Division (CID) Enock Bategyerize, Police Constable Peter Bagonza, Sergeant Joseph Migadde, and Corporal Anatoli Andudia.

On May 14, the same year, the police in Bugiri, Eastern Uganda arrested two police officers Raymond Mallinga and Walter Wandera for killing Fred Jingo after he failed to stop his motor vehicle when requested to do so. He was fired twice and died the following day.

Uganda is a constitutional republic led since 1986 by Gen. Yoweri Museveni of the ruling National Resistance Movement (NRM) party, whom many people in Uganda now believe has turned into a ‘total dictator.’  Sections of Ugandans reelected him president to a fourth five-year term in February 2011.

The 2011 elections were marred by irregularities. State security forces reportedly tortured, kidnapped, beat and locked up people opposed to Museveni’s rule without trial.

The most serious human rights problems in Uganda are lack of respect for the integrity of the people, abuse of suspects and detainees; unwarranted restrictions on civil liberties (including freedom of assembly, association, media, violence, discrimination against marginalized groups such as women including female genital mutilation/cutting, sexual abuse and ritual killings and lack of respect to people with disabilities, the lesbian, gay, bisexual, and transgender communities).

Other human rights violations in Uganda include harsh prison conditions; politically motivated arrests, illegal detention; lengthy pretrial detention; restrictions on the right to a fair trial; restrictions on freedom of press; electoral irregularities; incommunicado, ‘practice of official corruption’; mob violence; trafficking in humans, and child labor.

Many special security forces committee human rights abuses generally with impunity. But President Museveni’s government has been seen by many people as having taken minimal steps to hold perpetrators accountable.

There is fear that a suspected Al-Qaida leaning group could be operating a small bank in Kampala where it bases to fund its activities around Africa. Uganda’s security intelligence is still investigating the validity of the development.

The development comes at a time when Al Shabaab Islamists have just hit a Shopping Mall in Nairobi where it killed over 60 non Muslims. The fear in Uganda’s capital Kampala follows news that a nurse whom the army had earlier along suspected to have been planning a grenade attack on military detachments is operating a small bank in Kampala.

Annet Namwanga, whom the Ugandan security intelligence networks arrested and prosecuted during 2011 general elections that she was planning a grenade attack is running ‘a Truth SACCO) (read microfinance bank) in Kampala. But it is president Museveni’s government which registered it to operate.

Namwanga, a former nurse at MulagoHospital, formed the Truth Sacco on March 5th, 2012 according to records in the government offices concerned. The President General of Uganda’s oldest opposition party in Uganda, Norbert Mao is seen many times recruiting customers for this bank. Mao has indeed opened a share holding account in Truth SACCO Uganda Limited with account number 1005000089.
