Speaking at the Uganda medical association annual scientific conference in Kampala, Mungerera condemned the act of doctors refusing to give medical treatment to patients from government hospitals, instead referring them to their private clinic saying that it’s illegal.

She says that the code of conduct for medical practitioners does not support the act and therefore patients have the right to report such cases in the ministry of health for disciplinary action.

Dr. Mungerera however dismissed allegations that it is the owners of the clinics who steal drugs from government hospitals saying that those who do so are just thieves like any other thieves.

She says that on many occasions clinics are known to be having strong drugs than those in government hospitals and therefore there is no reason why a serious doctor should steal drugs from government hospitals.
