Lord Mayor Erias Lukwago conflicts with Kampala Capital City Authority ED Jennifer Musisi Ssemakula

The Kampala Capital City Authority Lord Mayor Erias Lukwago is decrying the challenges he is facing from the Executive Director Jenifer Musisi Ssemakula in the administration of Kampala city.

Lukwago who had come to Parliament to brief the Shadow Cabinet on the challenges and also consult on the possibility of amending the Kampala Capital City Authority Act told journalists that central government is misusing Act to usurp the powers of the elected leaders.

Among the challenges Lukwago says he is facing is the directive from the Executive Director Jenifer Musisi blocking him from addressing the problems of the Uganda Taxes Operators and Drivers Association (UTODA).

Lukwago who told journalist that there a lot of problems he cannot disclose to the public says he has not even received whatever is entitled to him since he assumed office on 1st March.

He told journalists that he has tried to handle the office problems internally but has failed and is just hoping things will improve.

The central government took over the management of Kampala city under the new law which also empowers the president to appoint an Executive Director who will be overall overseer of development projects and management of Kampala city. While the position of Mayor was maintained, it is less powerful than the Executive Director in terms of implementing projects and management, although the Mayor is elected and the ED just appointed.
