minister and permanent secretary clash

The minister of state for works John Byabagambi and the permanent secretary for the ministry of East African Affairs Edith Mwanje have clashed before members of parliament on the budget committee over the owner ship of the East African flying school soroti .
This came as the minister of state for works john Byabagambi had told the committee that government wants to take the school since the East African community at one time said that they have no interest in it but the permanent secretary in the ministry of East African Affairs Edith Mwanje said that the community still have the interest in school .
Mwanje said that she has many letters from the community desiring for this flying school in soroti and funders contrary the minister’s statement.

Minister Byabagambi said that if the community had interest in it should have provided funding to avert the going on strike by instructors of the school.

He said that he will table matter to cabinent and ask to work on legalities surrounding soroti flying school so as its taken over by government.

He also said that the ministry of works has made re-allocation within its budget and got 1.2 billion shillings to pay allowances and fuel to run plane engines for training of students and end the strike of staff which was caused due to accumulated salary arrears.
The vice chairperson of the committee of budget RemigioAchia asked government to budget for the sorotifying school as they work on the legalities so as its structure is renovated .
He said that soroti flying school structure is now in poor state because doors and windows are rotting yet it used to be known as the East Africa flying centre of excellance.
