The shadow minister Dr .Lulume Bayiga also government to pay all the salary arrears of health workers from October to date in order to avert the impending strikes.
Addressing a press conference at parliament Dr.Lulume said that many health workers across the country have not been fully paid which has contributed to poor service delivery in hospitals and health centers.

He proposed that a medical officer should get a monthly pay of shs2.5 million, clinical officer shs1.5 to 2 million shillings, Nursing officer 1.2 million shillings and upwards
In another development Dr. Lulume has asked World Bank to revisit its decision of withdrawing money meant for renovation of health facilities in the country.
World Bank recently withdrew the 90 million dollar loan it was to give government for rehabilitating and equipping government health centres across the country following the president’s assent to the Anti-gay bill.
Lulume said withdraw of funds for improving health is a worse human rights violation than putting in place a law against homosexuality.
He argues that not all cultural and moral values are global and therefore, World Bank ought to respect Uganda’s decision against homosexuality as one of her values.

In the alternative policy, the opposition proposes that a medical officer should be get a monthly pay of shs2.5 million, clinical officer shs1.5 to 2 million shillings, Nursing officer 1.2 million shillings and upwards depending on the seniority and the period one has worked and enrolled nurses should be paid 800,000 to 1.2 million shillings.
