MPs go on recess as complaints of ministers dodging proceedings dominate discussions.

Parliament has been sent on recess by Speaker Rebecca Kadaga due to lack of business to transact as MPs are angered by absence of Ministers during Parliamentary proceedings.

Kadaga told Parliament that there was currently no work and gave the Parliamentary Committees almost a month to generate work.

The recess begins on 6th October to 14th November this year. However, the MP for Dokolo district, Cecilia Ogwal complained that it was time for the Parliamentary Appointments Committee while vetting ministers to make them  pledge to be available  to sit in parliament and attend to national matters raised by MPs instead of leaving much worker to the government Chief Whip, Ruth Nankabirwa.

She told Parliament that it was a choice for the minister who accepted to be in top positions yet they do not want to serve the country.

Most MPs accused ministers of leaving of their work to Nankabirwa which makes Parliament work difficult to manage since Nankabirwa cannot be so technical to answer all queries in the various ministries.

The Opposition Attorney General, Wilfred Niwagaba suggested that the clerk to Parliament should to present a list of ministers who haven’t attended the plenary in 15 sittings.

Nankabirwa, said that ministers who are traveling should always seek permission from the Speaker  before doing so.

The deputy leader of government business, General Moses Ali said that the MP and a minister who is not in parliament should account for his or her absence  and sanctions must be put in place against those not available for parliament work .

Kadaga promised the house that she would read names of ministers who missed Parliament’s proceedings without her permission on Thursday this week.
