Parliament Appointments Committee blocks Sebagala from becoming Minister without Portfolio

The Parliament Appointments Committee has declined to approve the former Mayor of Kampala City Council, Al-Hajj Nasser Ntegge Sebagala as Ministry without Portfolio citing incapability and incompetence.

Last weekend, President Museveni produced a list of appointed ministers and appointed Sebagala as the Minister without Portfolio and as a rule Sebagala and others had to be vetted and approved by parliament.

Sources privy to the appointments committee told the journalists on June 1 that the committee has disqualified Sebagala and has asked the Speaker of Parliament, Rebecca Kadaga to notify the President to make another appointment.

The reason why Sebagala who has served as the Mayor of Kampala City Council for a number of years without a caveat against him has failed to qualify to become Minister without Portfolio is not yet known as journalists are not allowed to take live coverage of the vetting exercise.

However, some sources say that Sebagala’s expression in English language before the committee was poor making the committee to wonder how he would be talking in international meetings if he is made a minister.

Meanwhile, Sebagala and his successor Lord Mayor Erias Lukwago have been at war over offices at Kampala Capital City Authority Headquarters. Early this week, Lukwago warned to petition the Speaker of Parliament to block Sebagala from being vetted because he (Sebagala) has failed to vacate the office and make a formal handover.
