Parliament discusses creation of new constituencies & municipalities as well as LC I, II elections

The Minister of Local Government is to table the proposals for creation of new constituencies and municipalities before the cabinet. This was disclosed by the Prime Minister Dr. Ruhakana Rugunda after Members of Parliament tasked him to explain why the government has delayed the creation of new constituencies as indicated by the president recently.

The woman MP Sheema district Rosemary Nyakikongolo while on the floor of parliament said that there is much anxiety in the countryside over the announcement of the proposed new constituencies and local leaders are on pressure from the people to know whether it is true these counties were created.

The Prime Minister Dr. Ruhakana Rugunda told parliament that next week the local government minister will take to cabinet the list of counties and municipalities to be created for consideration. He said that if they are approved by cabinet will be later taken to parliament for scrutiny and if MPs are satisfied they shall endorse them. He asked Members of Parliament to be patient over the creation of counties and municipality because the matter cannot be hurried before the parliament approval.

Reports indicated that government proposed 36 counties and municipalities creation and get their representatives in the upcoming general elections.

The Parliamentary Public Service and Local Government committee has also recommended to government to make sure that local council one and two elections are done in the next 2016 general elections. The recommendations was contained in the committee report to parliament on the Local Government Amendment bill which is intended to harmonize the   handling of  revenues, expenditures and procedures of accessing government money, among others.

The committee chairperson, Grace Kwiyucwiny, says that the elections of local council one and two which have not been done for over 10 years have left a big gap in the management of local governments since they are used as local courts which are helpful in solving social injustices. Kwiyucwiny insists that government must look for money to ensure that the elections take place so that the local government structures are complete.
