Easterly and Pennings define the best leaders as any leaders for whom the estimated leader effect is positive and significant at the 95% level and the worst leaders are those with negative and significant leader effects.

Some Members of Ugandan Parliament congratulated the president over this recognition while others criticized the report ranking as they expressed doubts over the methodology of the research.

Dokolo North County MP Paul Amoru says that President Museveni has worked for this ranking by offering the sacrificial leadership not only in Uganda but the entire region which deserve to be celebrated.
