Safe Abortion

A section of Ugandans have embarked on a massive campaign that is geared towards compelling government through parliament to make adjustments in the current laws governing safe abortion, with the campaign seeing the activists collecting over a million signatures to be used to petition the coming parliament to work on their call.

According to the Commissioner reproductive health at the Ministry of health, Colline Tusingwire condemned unsafe abortions saying they have continued to claim many lives in the country adding that failure to recognize the vice yet it is with us will mean more lives will continue to be lost.

Meanwhile, the outgoing president of the Association of gynaecologists, Dr. Charles Kigundu, mentioned that 840 pregnancies are terminated daily saying this sometimes costs many lives of Ugandans causing government to spend UGX.7.5Bn to extend care to women and girls who have had problems due to unsafe abortions.

The advocacy officer, at Center for Health Human Rights and Development (CEHURD), Joyious Akira, confirms that unsafe abortions account for an estimated 26% of preventable maternal deaths in Uganda which now calls for the country to prioritize sexual reproductive health.

The world today, 28th of September, marks the International day on Safe Abortion.

The Democratic Party (DP) is watching Gen. David Sejusa, popularly Gen. David Tinyefuza very carefully. Why? Norbert Mao, who is the DP President General, says that General Tinyenfuza has in the past hoodwinked Ugandans by claiming that he had switched political sides (he had crossed from Uganda’s ruling political party, the National Resistance Movement (NRM)) and abandoned President Museveni (whom Mao refers to as ‘the Dictator’).

Tinyefuza then went back into NRM fold and President Museveni promoted him to the rank of General in Uganda Peoples Defence Forces (UPDF) and also appointed him as the Coordinator of Security and Intelligence Agencies in Uganda.

“Do we believe him (Tinyefuza) today when he speaks of peoples’ uprising as being legitimate?” Mao asked on Friday as he was addressing the DP National Executive Committee (NEC) members at the DP headquarters on City House building in Kampala.

“Aren’t Tinyefuza’s security and intelligence services the ones killing and torturing Ugandans and opposition political activists in particular? Where has Tinyefuza been when some members of the security organisation violating peoples rights and freedoms?” Mao asks.

He says DP members are open- minded and they are waiting to see what follows in General David Sejusa’s corner. His recent statement that an uprising against government would be so legitimate could be his usual boxing tactics of the Museveni regime.

Mao fears that Tinyefuza could be tricking opposition activists to come out and then the same man pounce, arrest and charges them with treason, terrorism and concealing treason.

The nine anti-graft activists arrested Monday morning have been released on police bond.

The nine including Retired Bishop Zac Niringiye and Emmanuel Kitamirike of the Uganda Youth Network were arrested as they took part in the BLACK MONDAY campaign.

They had taken their campaign to Makerere University and were arrested while distributing leaflets containing anti-corruption messages.

They were then taken to Wandegeya police station where they had been held for hours.

They have now been set free after recording statements.

According to the police deputy spokesperson Vincent Sekatte, the group faces charges of inciting violence.

They are required to report back to the police on February 14th.

The police however deny blocking the anti-corruption fight.

Ssekatte has rubbished allegation by civil society that the force is frustrating efforts to fight corruption saying that force have been at the fore in the fight against the vice unearthing several corruption scandals.

However, several anti-corruption activists have condemned the arrest calling it a systematic move to block the fight against graft.

The executive director of NGO FORUM Richard Ssewakiraga says such acts will intimidate members of the public from being whistleblowers against corruption.

Ssewakiraga says their campaign is only meant put pressure on government to recover all stolen public funds.

Norbert Mao gathered with Uganda Young Democrats (UYD) yesterday at MasakaTaxiPark to denounce what he termed as the ‘brutal acts of Uganda’s security agencies.

Mao says that his party has surveillance videos showing some members of the security intelligence networks throwing punches at DP and FDC activists in different parts of the country on several occasions.

Referring to the recent arrest of some UYD youths in Masaka for having organised a birthday party for president Museveni, Mao said the security agencies should capitalize on advising government to restore rule of law and ensuring that there is enough drugs in hospitals than arresting and persecuting opposition politicians.

Mao says that several youths opposition political activists in Uganda face several charges, including assault, criminal trespass, resisting arrest over their continued advocacy for rule of law and democratic governance.

Police last week arrested UYD’s John Baptist Ntuwa, Yasin Semwogerere and Moses Bigirwa after they organised Museveni’s 75th birthday. Speaking at the same gathering, FDC party president Mugisha Muntu said also many of its party youth activists like Rogers Ssegujja, Mike Kabaziguruka, John Katebe, and Moses Tumukunde are in hiding fearing arrest and others are facing trumped up charges because they are being accused of trying to overthrow the government of Uganda throw walk to work protests.

Activists for Change (A4C) activities were banned by the Uganda government a couple of months back.

But its activities are back in Business as usual on Facebook. Col. Kiiza Besigye, the president General of FDC says that A4C is active online because there are no Cyber Laws in Uganda for Cyber Crimes.

He says that the ban on A4C and 4GC is therefore not affecting opposition activists on facebook.

Besigye says that activists are free to join A4C and fight corruption and Bad Governance in Uganda.

The opposition leader says that “the Status Quo Must Move on!!! Social media is a Human Right, it is a mode of Communication not a crime unless you Cyber Bully your fellow Citizens.”

The Nakawa Magistrate court has dismissed all charges against the people who have been on remand in connection to the murder of the former inspector of Police, John Bosco Ariongo. Ariongo was hit with an object along William Street in Kampala and died on spot during a peaceful protest that was organised by the now banned Activists for Change (A4C).

The suspects who have been set free are Kaija Harod, Robert Kavuma, and Kintu Yoweri.

Others are Sharifa Nakitende, Mutwalib Abdul, Malik Nsubuga and Muhammad Sebuggwawo.

The DPP in his submission argued that the state has lost interest in the case so the dismissal.

After Col. Kiiza of Forum for Democratic Change yesterday went with other political activists such as Hajji Mubarack Munyagwa, Erias Lukwago and Muwanga Kivumbi to have lunch at Kalerwe market in Kawempe Division, other political activists walked to the offices of the DPP, Richard Butera and asked him to resign his duties.

The women activists who walked into the DPP’s office were led by ms Barbra Allimad. The activists went there to express their opinion that he deserves to resign for abusing his office by administering biased prosecution.

They told the DPP that the very honourable thing he should do for the citizens is to resign his job and pave way for better administration of justice in Uganda.

Sections of the media and some members of Uganda’s main opposition parties: Democratic Party (DP), Justice Forum (Jeema), Forum for Democratic Change (FDC), Conservative Party (CP) and Uganda Peoples Congress (UPC) have been alleging that the ruling party in Kampala, the National Resistance Movement (NRM) is about to sink down in the political limbo.

The NRM party officials in retaliation have been denying this assertion all along saying that their party was still strong and instead it is the opposition party which were about to collapse and disappear.

The NRM Deputy spokesman, Ofwono Opondo on many occasions has been heard asking people to avoid opposition parties, saying that some members in opposition have rabies and their mother parties were about to die in the bud. Ofwono has been citing the example of the political unrest in the Democratic Party and Uganda Peoples Congress to back up his arguments.

However it seems Ofwono has a point in his arguments although not a ‘fact.’Uganda’s main two opposition parties, that is DP and FDC, have lost a number of people to NRM right from Vincent Nyanzi, Maria Mutagamba, Alex Onzima, Wilfred Kajeke, former ‘Seya’ Nasser Ssebaggala, Beti Olive Kamya and now Beatrice Anywar.

Many members of opposition who have been so vibrant have been weakened by the alms dangling from the NRM stolen booty. And as you read this Kitgum woman MP Beatrice Anywar is tipped to become minister in Museveni’s government.

The coordinators of Activists for Change (A4C) have resolved to refuse to put on hold their activities during the period when the parliament of Uganda would be hosting the Inter -Parliamentary Union assembly.

Sources within A4C told this informer that this would be their right time to show the dignitaries visiting Uganda for the meeting that in Uganda there is no freedom of expression, opinion and assembly.

The Inter -Parliamentary Union assembly will take place in Kampala from March 31 to April 5 at Serena Hotel. The speaker of Parliament Rebecca Kadaga on Wednesday urged A4C to put its activities on hold until the delegates visiting Uganda for Inter -Parliamentary Union assembly leave the country.

However the A4C meeting that has taken place today in Kampala, it has been resolved that Kadaga or the government have no powers to ask them to put their activities on hold until the visitors coming for Inter -Parliamentary Union assembly leave the country.

President Museveni has directed police to block walk to work activities whenever the force gets wind of it in any part of Uganda.

The OC Kasangati police barracks Francis Tumwesigye says that he is on standing orders from above deploy at Col. Kiiza Besigye’s home whenever he receives information that the Colonel is planning to walk on foot. The police yesterday deployed heavily near Besigye’s home after receiving false reports that Besigye was plotting to resume walk to work campaigns.

Security sources told our informer that the leaders of Activists for Change popularly known as A4C have received money from donors to resume walk to work campaigns. The police say that some of the activists in A4C rob peoples property and destroy public properties.
