Security Minister Gen. Elly Tumwine has urged Ugandans to ignore messages on social media threatening instability.
In a brief off-the-cuff remarks to Parliament on Thursday, 12 July 2018, Tumwine said such threats amount to nothing.
“Threatening of the public is not good; Ugandans are safe, the security of the country is in the hands of the agencies that are assigned by the Constitution,” he said.
Gen. Tumwine was expected to make a formal statement on the state of security in the country, together with his Defense and Internal Affairs counterparts Adolf Mwesige and Gen. Jeje Odongo.
The ministers were asked to offer an explanation on the state of national security following concerns raised by legislators about social media messages announcing an attack on Uganda.
Gen. Tumwine conveyed the Ministers’ apology, but was interrupted by Chief Opposition Whip Ibrahim Ssemujju (FDC, Kira Municipality).
“The statement by the Ministers is an item on the Order Paper. It’s not meant to be a casual statement or an afterthought,” said Ssemujju in a point of order.
Speaker Rebecca Kadaga concurred with Ssemujju’s submission.
“We really wanted a comprehensive statement from you, a written statement circulated to Members,” said Kadaga, instructing Gen. Tumwine to appear with the agreed joint statement.

Kadaga said the Parliamentary Commission would soon meet to consider the President’s letter on providing security to MPs.
In a letter to Finance Minister Matia Kasaija, Museveni directed the purchase of a fleet of double cabin pick up trucks with ‘carrier beds’ to carry army sharp shooters to protect MPs.
Hon. Thomas Tayebwa (NRM, Ruhinda North) objected to the plan and instead proposed that individual MPs in need of such security arrangements should register with the Clerk to Parliament.
He was widely applauded.
In a special Parliament sitting, Museveni issued a 12-point master plan to combat rising killings, kidnaps and high profile assassinations.

The district female speakers have petitioned to the speaker calling for the government to approve their sitting allowance of 600,000 shillings.

The 16 female district speakers while meeting the speaker Rebecca Kadaga said that the former local government minister Adolf Mwesige approved this amount to be paid to each district speaker but when the new minister for local government Tom Butime assumed this office he rescinded the decision.

They asked the speaker to help them meet the president to make their case over this payment. The female district speakers led by Amuria district speaker Ketty Akol  also expressed dissatisfaction with scanty resources accorded to the office of the district speakers.

They also want government to allocate a vehicle to each district speaker saying they often work till late and need transport. 

“I am surprised that the issue of transport for speakers has never been effected because I met the President and we agreed on its implementation, ” Kadaga said.

They stated that all chairpersons of LC.5 and Chief Administrative Officers have vehicles yet for them are excluded. The district female speakers also demanded an explanation on why most kidnaps and killings are targeting women.

They further expressed the need for government to boost their capacity to interprete laws in order to guide district council meetings effectively.

Kadaga in turn pledged to root for training opportunities at the Institute of Parliamentary Studies in July and August. She further committed to mobilize donor agencies like UNDP and UN Women to support female speakers participate in national and intentional meetings of women leaders.

“There are conferences such as the annual UN Commission on the status of Women in New York and CommonWealth meetings which you can attend and learn,” said Kadaga.

The speaker of parliament Rebecca Kadaga promised to seek help from parliament to be trained to boost their capacity to interprete laws and get them to the president to voice their concerns.

Currently there are 16 district female speakers, the number that increased from 7 in the last tenure of office.

Some of the districts with female speaker include Kalangala,Kyankanzi, Namisindwa, Bushenyi, Amuria, Kween, Manafwa, Bulambuli, Kibuku and Busia

Government tabled 39 new constituencies before parliament seeking for approval. The new counties have been read to parliament by the Minister of local Government, Adolf Mwesige. The deputy speaker Jacob Oulanyah referred the motion for the new counties to the committee of public service for scrutiny and report to parliament in one week. The proposed counties are intended to take effect from 1st July this year .

MPS are questioning the criteria the minister used by cabinet to create the proposed counties, saying that among the created counties some have few numbers of people compared to some areas which were not considered.

The Prime Minister Dr. Ruhakana Rugunda said that cabinet is still studying the issue of the creation of new municipalities and at a right time government will inform parliament the progress.

The District and Municipal Deputy Speakers allowance will increase from shs 200,000 per month to shs 400,000 per month, all totaling to shs 5.15bn.
Adolf Mwesige revealed this while making the ministry policy statement for 2015/ 16 to parliament earlier this week.
This follows the Local Government Parliamentary Committee recommendation asking the Ministry of Finance, Planning and Economic Development to provide 20 billion shillings in the budget to facilitate the councilors as was proposed by the president.
Meanwhile Mwesige has also promised that his ministry will ensure that elections of Local Council leaders at the village and parish level happen in 2016.
He says his ministry is awaiting parliament approval of the  Local Government Amendment Bill before it instructs the Electoral Commission to schedule the LC elections in the 2016 campaigns.

The minister of local government Adolf Mwesige made the remarks while meeting the members of parliament on public service committee and local government committee.

Mwesigee said that the only administrative units which will be considered over the next three years are those President Yoweri Museveni promised during the last presidential campaigns.

The minister said most of the requests received are for creation of counties, town councils and sub-counties among others. However these will have to wait a little longer.

The opposition has in past criticized the creation of new districts which they say are wastage of public funds and not meant to bring services closer to the population as is usually claimed.

Buyaga County east MP in Kibale District Ignatius Besisira has called for Minimum Qualification for all Lower Council elective offices like other offices which has Minimum Qualifications because decisions that are take at the lower Councils need people who have elementary Education.

Besisira says all Local Councils right from LC111 to LC 1 have no minimum Qualifications which he said is dangerous when issues on Governance are being taken with people who have never gone to School.

He said the laws need to be amended to include Minimum Qualification for all Local Councils to avoid the embarrassment of some Leaders who failed to swear in English an indication that, such people cannot express themselves in a Council when an important matter is being discussed.

In Response the Minister of Local Government Adolf Mwesige who had appeared before the Committee to defend the Ministry Budget for the financial year 2011/2012 defended the Political heads at lower Councils they must be left to contest for any office because they need to be part and partial of decision making.

He said the law instead needs to be amended to create room for all lower Councils to debate freely in their local languages since English is a foreign language and majority of Ugandans are not educated on reason or the other.

He was today speaking during a ground breaking ceremony of Kisomoro Technical School in Bunyangabo county, Kabarole district.

The Kabarole district LCV boos Richard Rwabuhinga said that Bunyangabo county has received over sh 400m from the presidential pledge which will uplift the standard of education in the district

The Kabarole woman Member of Parliament Victoria Rusoke urged youth to change their attitude towards vocational schools.

Rusoke said if they went to universities and other institutions they would end up on the street looking for jobs.

She said with technical education, students get jobs the day they join the school until they die. She said this was the only way to go for the youth in Uganda.

Vocational education covers areas like agro-machines repairs and services, motor vehicle repairs, maintenance and general fitting, general building construction, brick-making, laying and concrete practice, plus carpentry and joinery.

Uganda’s district chairpersons want government to increase their salaries for better performance and effective service delivery.

During the Local Government Annual general meeting held at Kalya Courts Maguru in Fort Portal Municipality the district chairpersons under their umbrella of Uganda Local government Association, asked the Local Government Minister Adolf Mwesige to cater for increment of their salaries because they have lager constituencies compared to members of parliament.

Richard Rwabuhinga the Kabarole district chairperson said their monthly emoluments don’t rhyme with their responsibilities and that many of them use personal cars on official duties and journeys.

Local Government leaders in Uganda are paid between 200,000 to 5 million shillings a month while MPs earn between 9-16 million shillings.

Norbert Mao the former Gulu district chairperson who also attended the extra ordinary meeting called on the ruling National Resistance Government to fulfil the chairpersons’ need if service delivery is to be realized.

Meanwhile the Local Government Minister Adolf Mwesige welcomed the idea and pledged to table it before parliament.

The president of the republic of Uganda general Yoweri Kaguta Museveni has called on religious leaders to join hands with government in the fight against corruption.

In his speech read to him by the minister of local government hon Adolf Mwesige during the golden jubilee celebrations of fort portal diocese yesterday, Museveni said for the last 50 years the church contributed much towards the development of the country’s economy citing hospitals, schools and banking institutions.

He urged the church to condemn stannic acts of homosexuality, human sacrifice and drug abuse.

The archbishop of Kampala archdiocese Rt Rev Dr. Cyprain Kizito Lwanga appealed to leaders to be decent, hospitable, self-controlled able to teach and not drunkards.

He said that a good leader must be role models and exemplary to the people they lead and that should manage their households very well.

Museveni says if Uganda is to develop, religious leaders should also lend a hand in spreading the gospel of transforming people so as to ensure unity, cooperation and harmony in the country.

This was contained in a speech read for him by the minister of local government Adolf Mwesige, during Golden Jubilee celebrations of Fort Portal Diocese.

The president commended the diocese for supporting Government programmes by providing services in health, education and spiritual areas.
