The Uganda Human Rights Commission is investigating Makerere University Vice Chancellor Prof. Venansius Baryamureeba for failing to take care of the allegedly pregnancy  with a 26 year old woman.

One of the commissioners Agaba Maguru told MPs on the legal and parliamentary affairs committee that the rights body has no powers to investigate the allegations of rape but it is only handling the complaint regarding paternity.

Agaba says that the public has a lot of confidence in the commission and it will be impartial while handling this complaint.

 The inquiry follows a complaint filed with the rights body on July 15 by the woman who says she is now more than two months pregnant as a result of the alleged rape by Baryamuleeba.

Baryamureba issued an official statement to university staff denying the allegations but saying the investigations should go ahead to clear his name.

According to Sec 123 Penal Code Act, rape is defined as: Any person who has unlawful carnal knowledge of a woman or girl, without her consent, or with her consent, if the consent is obtained by force or by means of threats or intimidation of any kind or by fear of bodily harm, or by means of false representations as to the nature of the act, or in the case of a married woman, by personating her husband, commits the felony termed rape.

After several years of having the torture bill is on the shelves of parliament, human rights activists led by Uganda human rights commission (UHRC) are strongly demanding for the enactment of the law against torture.

Torture on the increase in Uganda

Speaking at a press conference to announce the international day of torture victims slated for Sunday this week, the acting chairperson UHRC, Agaba Maguru said that torture acts mainly by security organs are on a rise due to lack of such laws that bar law enforcers from committing such illegal acts against humanity.

UHRC also recommended for a special fund to be set up to help in the compensating torture victims as well as rehabilitating them.

He noted that if this bill is passed into law then offenders will be accountable for their crimes personally.
