The delayed understanding and implementation of the Anti- torture laws have been hinged on the misinterpretation and conceptualization of this law. According to the deputy director in charge of Human rights in Uganda police, Christine Nanding, many people believe that this bill targeted security agencies specifically, prompting them to turn defensive thus compromising  the implementation process.

She explains that the law addresses all forms of torture not only from security apparatus but also individual, which people don’t appreciate. She is now calling for massive popularization of these laws for a better understanding among the general public.
