Uganda’s Youth Members of Parliament are slated to attend the International Young Leaders Assembly in Washington DC, in United States later this year.

According to a notice about the Assembly, the meetings organized by the Global Peace Foundation will bring together over one thousand young leaders from around the world to be held at the World Bank, Capitol Hill, State Department and at the UN headquarters in New York.

Deputy Speaker, Jacob Oulanyah, is expected to for the second time address the Assembly organized under the theme: ‘Moral and Innovative Leadership, Vision, Service and Entrepreneurship’.

The delegation of the Youth MPs to the US will include; Western region Youth MP Mpaka Mwine, Eastern region Youth MP Ishma Mafabi, Northern region Youth M, Oscar Omwony,Female National Youth MP Anna Adeke and Central region Youth MP Sarah Babirye Kityo .

Mwine who leads the delegation in an interview said they hope to learn from the experiences of other young leaders from elsewhere in the world, adding that Young leaders are tired of following; it is time for them to lead.

He also said that through training, the youth MPs will become better representatives of their constituents.
The International Young Leaders Assembly is a premier partnership driven leadership development initiative that empowers promising young professionals, leaders and policy makers to positively impact on communities, nations and the world.

The Assembly hosts Young Parliamentarians, Youth entrepreneurs, student leaders and CSOs for interactive programmes with significant leaders and institutions.

The Assembly is however different from the Young African Leaders’ Initiative, which specifically targets leaders from Africa.

Uganda’s opposition leader Col. Kiiza Besigye and 14 other FDC leaders have been charged with staging an unlawful assembly last Wednesday in Kampala central business area that led to the alleged murder of an Assistant Inspector of Police (AIP) John Bosco Ariong.

Besigye and 14 other suspects including FDC Women League leader Ingrid Turinawe, Kawempe Division LC3 Chairman Hajji Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, and FDC woman activist Catherine Dembe appeared before Buganda Road Court Chief Magistrate Eleanor Khainza this Wednesday. Besigye was also charged with injuring a policeman and disobeying lawful orders and blocking traffic flow in Kampala.

Besigye and his co accused were represented by David Mpanga. Besigye and group were granted bail and they are to reappear in court on April 17th this year. Each surety of the suspects was bonded 50 million shillings and each of the suspects produced 20 million shillings not cash. Late Ariong was hit with an object from a building on Ben Kiwanuka Street. Eye witnesses say that a man hit the policeman with an object after he reportedly saw policemen mistreating civilians.

People in their hundreds have besieged Buganda Road Court premises. The people stormed the court premises to hear by themselves the charges the government accuses opposition leader Col. Kiiza Besigye, Kampala Lord Mayor, Erias Lukwago, Kampala woman MP, Nabillah Sempala and FDC woman leader, Ingrid Turinawe.

The government accuses Besigye and group of organising an illegal assembly invKampala last Wednesday in which an assistant inspector of Police, John Bosco Ariong was killed.

The policemen have been seen exchanging bitter words with civilians inKampalaas they drove to Buganda Road Court in a procession chanting opposition slogans and V signs.

Police spokesperson Asuman Mugenyi says that the police blocks peaceful processions by opposition politicians because sometimes they degenerate into chaos; leading to riots, loss of lives and damage to property. Large groups of civilians have been overheard cursing present Museveni’s military regime.

Many of the civilians at theBugandaroad court wished Museveni hell and Besigye all the good things on earth. Asuman says that the police will continue to break down assemblies by opposition leaders.

Upcountry supporters have started arriving in Kampala in various buses to attend a court session on Wednesday and witness the appearance of opposition leaders and Activists for Change (A4C). The president of FDC Col. Kiiza Besigye has kindly requested all those who would like to stand surety for the famous five plus nine FDC supporters to be at Buganda Road Court with passports/IDs and an LC letters by 8:00am. He also called on human rights lawyers to avail their services to the opposition.

Dr Kizza Besigye, together with Kampala Lord Mayor, Erias Lukwago (DP) have been summoned to answer changes of unlawful assembly in connection with the death of Assistant Inspector of Police John Bosco Ariong.

The Chief Magistrates Court at Buganda Road, presided over by Ms Eleanor Khainza, summoned Besigye and Lukwago with Kawempe Division chairperson Mubarak Munyagwa, FDC women league leader ms Ingrid Turinawe and Kampala Woman MP ms Nabilah Naggayi to appear before her on Wednesday.  Ms Khainza also issued production warrants for the nine people who were last week remanded to Luzira Prison over the killing of AIP Ariong.

The nice suspects on remand are Harold Kaija, Robert Kavuma, Mohammed Ssebugwawo, Hanifah Nakitende, Abdu Mutwalib Kayondo, Malik Nsubuga, Ismail Kirya, Farida Nalubega and Hajj Twalib Kakande. The LC5 woman councilor for Mpigi district, ms Catherine Ddembe, was also summoned. Ddembe is currently in comma over alleged police torture and beating. The government alleges that on March 21, between Kafumbe-Mukasa road, Namirembe Road and Mini-Price building on Ben Kiwanuka Street in Kampala the suspects formed an unlawful assembly with the purpose of inciting members of the public against the police leading to the death of Ariong and injuring of AIPs Wabwire, Police Constable Julius Olweng.

President Abdelwahed Radi of the Inter-Parliamentary Union (IPU) assembly arrived at EntebbeInternationalAirporton Tuesday for the 126th Parliamentary Assembly.

Abdelwahed Radi Radi was welcomed by the Speaker of Uganda Parliament ms Rebecca Kadaga and the leader of opposition, Nandala Mafabi at Entebbe International airport.

The IPU meeting will run from March 31st to April 5th at the Commonwealth Speke Resort Hotel Munyonyo. Kadaga says that the conference to be opened by president Museveni will bring together over 3000 delegates from across the world.

Kadaga says that the meeting will discuss good governance, rule of law, maternal health, vote rigging, domestice violence and the increasing police brutality inUgandaamong other issues.

IPU is an international organization of world Parliaments established in 1889. IPU works for peace and co-operation among peoples’ and for the firm establishment of representative democracy.

Ms Kadaga struggle to bring IPU conference to Uganda because many members of IPU consider Uganda as undemocratic because of the corruption, shielding corrupt ministers, displacing people from land largely because they are not in good books with the government in power, nepotism, favouritism in job allocation, tribalism in job promotion, oppression of opposition politicians and supporters, denial of Kabaka Mutebi’s right to move freely around the country, imprisonment of people without trial and vote rigging reportedly by the party in power, the National Resistance Movement.

The coordinators of Activists for Change (A4C) have resolved to refuse to put on hold their activities during the period when the parliament of Uganda would be hosting the Inter -Parliamentary Union assembly.

Sources within A4C told this informer that this would be their right time to show the dignitaries visiting Uganda for the meeting that in Uganda there is no freedom of expression, opinion and assembly.

The Inter -Parliamentary Union assembly will take place in Kampala from March 31 to April 5 at Serena Hotel. The speaker of Parliament Rebecca Kadaga on Wednesday urged A4C to put its activities on hold until the delegates visiting Uganda for Inter -Parliamentary Union assembly leave the country.

However the A4C meeting that has taken place today in Kampala, it has been resolved that Kadaga or the government have no powers to ask them to put their activities on hold until the visitors coming for Inter -Parliamentary Union assembly leave the country.

Members of opposition Forum for Democratic Change have spent the whole of today in shock after the state preferred murder charges against their supporters arrested yesterday. The spokesperson of police, Judith Nabakooba says that FDC supporters are in detention over the killing of a policeman John Bosco Ariongo.

Some of the FDC supporters facing murder charges include Henry Kavuma, and George Kaija. Other FDC supporters face charges of holding unlawful assembly and disobeying lawful orders while they were with Col. Kiiza Besigye.

Late Ariongo was hit by a stone on his forehead by a suspected rioter and died as he was being taken to the hospital. The suspects in their statements have denied having had a hand in the death of Ariongo. Nabakooba says that more FDC supporters are to be arrested after investigations are complete.

Members of opposition political parties including Forum for Democratic Change (FDC) and Democratic Party (DP) have threatened to pull out of the National Consultative Forum (NCF) because president Museveni’s government doesn’t listen to their concerns.

The leadership of opposition parties have told us that they supported NCF in the beginning but it has now turned a nuisance and a useless platform.

NCF was set up by the 1995 Constitution of Uganda and the Political Parties and Other Organisations Act of 2005. The Secretary General of DP, Mathias Nsubuga says that the members of opposition parties are concerned that  the ruling party /government doesn’t respect freedom of assembly, funding of parties, free and fair elections, democracy, safety, security of people and tackle economic problems.

The NCF was formed to resolve disputes among parties, present views of parties to the Electoral Commission and ensure that the parties adhere to an agreed code of conduct.

Nsubuga challenged the Government to build the culture of parties working together and respect and listen to each other.

The East Africa Legislative Assembly MPs have today managed to pass the Inter University Council for East Africa bill despite heavy protests from the East Africa Council of Ministers.

The bill, which was passed by the assembly today, will establish a regional body to accredit universities that wish to establish themselves in the region.

The chairman of council of ministers, Peter Munya tried in vain to block the bill from being passed, noting that the assembly should wait for the review process with partner states to be finalized before legalizing the body.

Munya further explained that there are parallel accreditation institutions in each partner state and each needs to do further consultation.

However, this was rejected by several MPs, including the mover of the bill, Wandera Ogalo, who insisted that with harmonization of the education policies on accreditation, it would be easier for universities to establish themselves across the region.

The Speaker of the assembly, Abdirahim Abdi later put the question, with the legislators unanimously voting for the passing of the bill.
