Kampala Capital City Authority has refuted reports of plans to introduce new taxes.

This comes amid reports of a looming financial crisis at the authority requiring the introduction new taxes to fill the gap.

KCCA spokesperson Peter Kawuju says much as they have to hit the 75 billion annual revenue target, introducing new taxes is not one of the sought avenues to achieve this.

He says the authority is instead focusing on widening the tax base in Kampala rather than introducing new taxes.

The authority last year faced a shortage in its revenue collections of about 5 billion shillings and several activities were halted.

The political wing led by Lord Mayor Erias Lukwago had suggested a cut in the authority’s expenditure like slashing of staff salaries so as to contain the situation and also rejected any idea of introducing new taxes.

Lukwago says he needed to be consulted before the executive director took such a decision.

He adds that several logos of the defunct KCC need not be changed due to the great symbolic significance.

This comes as KCCA launches its new brand- a move the authority leaders say is meant to differentiate its corporate image from that of the defunct KCC.

In this, colours of the authority as well as different logos have been changed.

Busiro East MP, Medard Segona

Busiro East Member of Parliament Medard Lubega Segoona has expressed concern over the proposal in the oil bill empowering the president to appoint members of the national petroleum authority.

Segoona says that if passed in its current form, it will be difficult for the minister to supervise the work of such an authority whose membership is appointed by the president.

He says powers of appointing members should be left in the hands of the minister.

Ssegona however says that appointees by the minister should be approved by parliament in order to avoid bias.

Parliament was forced to suspend the discussion on the bills due to some disagreements from different members of parliament over parliament’s participation in the industry.

The main contentious issues in the bill are about the name to be given to the body that will be running the oil industry and the person responsible for appointing the members of the said body.

The National Environment Management authority needs to be empowered to deal with the challenges associated with Oil and Gas industry.

Energy and Minerals Minister, Eng. Irene Muloni

This concern was raised by the minister of Energy and Mineral Development, Irene Muloni while responding to the concerns of the members of parliament on the capacity of the authority to asses the environment impact for any activity carried out in the rift valley basin.

Muloni said that oil and gas is still a new industry in the country which NEMA had not planned for initially and therefore the need for support from parliament to empower the authority.

Muloni’s call was emphasized by the minister of tourism Ephraim Kamuntu who says that NEMA needs to be strengthened in terms of man power and finance.

The two ministers however said that the authority currently uses other prequalified companies to asses the environment and therefore no project is being carried out without its environmental impact assessment report.

The police have started investigations into the reported corruption at the National Planning Authority.

The probe follows reports of gross mismanagement of public funds and illegal recruitment of workers at the National Planning Authority. The police probe preliminary reports indicates that the authority has been conducting irregular repair of vehicles without following the proper procedures, causing gross loses to the authority.

The national planning authority is an organ mandated to co-ordinate and evaluates frameworks, systems and strategies for cost effective and participatory national development planning.

Police investigators suspect that billions of taxpayers’ money could have been lost due to the report mismanagement of funds at the authority.

The people being investigated at the authority include Dr. Marios Obwana (manager macro economics), Dr. Patrick Birungi (manager strategic planning) and Edith Kasiime Kasaija (manager national resource planning).

Kampala Capital City Authority’s lord mayor Erias Lukwago is now full of smiles after all city councilors who had been bagged by KCCA’s executive director Jenifer Musisi Semakula are now back on track after chewing Musisi’s money.

Having taken Musisi’s money, the councilors and the lord mayor are organising to take Jenifer Musisi head on following her reported mismanagement of the city.

In the last secret meeting the lord mayor had with the councilor before he went to China they all agreed that they need to fight for their political sovereignty to avoid being swallowed by the technocrats in the names of Jenifer Semakula Musisi.

And upon realisation of this, rumours has it that President Museveni is about to replace Musisi with Annet Muhoozi who is Musisi’s deputy at the moment and she has been assigned to take over the entire administration of KCCA.

The newly sworn in DP member for EALA and the new chairman for legal committee of the EALA, Mukasa Denis Mbidde has warned the leader of opposition in Uganda parliament, Nathan Nandala Mafabi to be careful with his words he utters on DP.

Mbidde says that DP went to court because NRM and FDC had connived as the only political parties in Ugandan parliament to represent Ugandans in EALA for the past 10 years.

“Therefore Mafabi has no moral authority to accuse DP of connivance with NRM because DP sued both FDC and NRM,”  Mbidde says.

Speaking to our informers in Arusha this morning, Mbidde said at least now all shades of political opinion in Uganda parliament have been somehow well presented in EALA and Mafabi must respect this!

Uganda government is preparing to expand Entebbe International Airport due to increasing tourism revenue collection. Tourism is the second largest source of foreign exchange for Uganda after remittances from Ugandans working abroad. Uganda last expanded Entebbe airport 20 years ago.

The Transport and Works Minister, Eng. Abraham Byandala says the plans to expand Entebbe Airport are feasible because of the growth of the tourism industry in Uganda. Byandala says that the ministry is to expand Entebbe airport working on a strategic plan of five years.

The minister also says that Uganda will soon be making her own aviation fuel, and build large oil reserves and an aircraft maintenance center.  Dr. Rama Makuza, the Civil Aviation Authority (CAA) Managing director, says Uganda plans to expand Entebbe airport’s car parking by making it storied and the number of aero plane hangars will be doubled from 11 to 22.

The Director of Kampala Capital City Authority (KCCA) ms Jenifer Musisi Semakula is a member of the ruling National Resistance Movement as well as a civil servant. As you may know the political hatred in Uganda amongst political parties is high, no one would expect that Ms Musisi would sit in a corner with the leaders of opposition Democratic Party and talk business.

But this happened. The president of DP Norbert Mao, Legal Advisor Mukasa Denis Fred Mbidde and DP secretary general Mathias Nsubuga on Tuesday met with Ms Musisi and they discussed issues concerning reconciliation and development of Kampala.

The meeting took place at City Hall building inKampala. Top on the agenda was to forge a good working relationship between Musisi and Kampala Lord Mayor Erias Lukwago. Lukwago did not attend the meeting because he is out of the country on official assignment. Ms Musisi told the DP squad that she has no personal vendetta with Lukwago. She explained that it’s Lukwago who seems to have a personal hatred on her. Mbidde says that after they have got the side of Musisi, they will also summon Lukwago to give them his views and after they try to reconcile the rivalKampalaleaders.

Hundreds of people in Kampala have called in radio talk shows wondering how the former Kampala Capital City Authority (KCCA) director; George Agaba, a person facing murder charges could be released on bail pending trial and his co accused, and a guard Santos Makmot remains in the prison.

Some of the callers wondered whether Agaba is out because he is a son of Sam Kutesa, the minister of Uganda for Foreign Affairs or it’s because Agaba is a member of NRM and comes from western Uganda. Most of the callers requested the court to take back Agaba to Luzira prison.

The Nakawa High Court Judge Faith Mwondha granted Agaba bail on Thursday two months since he was remanded in Luzira prison over murder. Agaba is supposed to report to the Chief Magistrates Court every two weeks. Justice Mwondha gave Agaba bail on grounds of ill-health in connection to spinal sickness and his former body guard, Makmot Santos remained on remand.

Agaba was remanded to Luzira prison on January 31 in connection with the botched demolition exercise in Kampala in which one person was killed and scores injured.
