Members of Parliament  have thrown their weight behind the  privatization of   state prisons by  government saying this will enable prisoners enjoy their human rights fully without hindrances.

The legislators’ approval of the plan comes in the wake of a government proposal seek to privatize all  state prisons in order to improve on the welfare of inmates.

MPs while making there contributions during a mock debate with the students of selected schools around Kampala said the proposal will help government improve on the economy through better utilisation of the inmate’s labour.

Soroti municipality MP, Herbert Ariko ,Female national MP, Anna Adeke ,Kitgum municipality MP, Beatrice Anywar ,Western region youth MP, Mwine Mpaka all agreed that privatising the prisons was the best option that would better ensure that resources are used optimally.

The mock debate between MPs and students from the secondary schools, was organized by the National Debate Council in conjunction with the Parliament of Uganda, and was held in the Parliamentary Chambers.

Mpaka said privatizing prisons would free up much needed resources for other sectors like education and health.

Anywar said that considering that prisons are meant for rehabilitation, private players would be better positioned to take on the role. She also said that innocent children were being incarcerated together with their mothers.

Ariko said privately run prisons would better help inmates integrate into society at the end of their sentences.

Students however rejected the initiative, arguing that in doing so, government was running away from its mandate of keeping criminals out of the public eye in favour of profits. They disagreed with the proposal that prisoners need to enjoy the rights and luxuries that would be provided by private operators.

Students argued that fighting crime was so risky to be put in private hands and argued that government rather addresses the issues leading to increased crime in the country.

The students asked Government to address corruption in the system that has led to terrible conditions in prisons.

Mengo SS won the 7th National Schools Debate Championship and Mbarara High School become runners up.

Janan LuwuumLegislators across the political divide on Tuesday, 31st March 2015 paid tribute to the late Archbishop Janan Luwum who was murdered on 16th February 1977 during President Idi Amin’s regime.
This followed a Motion moved by the Prime Minister, Ruhakana Rugunda at a Sitting of Parliament chaired by the Deputy Speaker of Parliament, Jacob Oulanyah.
The Motion requested Parliament to pay tribute to the late Archbishop for his distinguished service and contribution towards the liberation of Uganda and that the ideals of democracy, good governance and the rule of law that the late Janan Luwum advocated for be upheld.
The Motion also stated that Parliament takes cognisance of the public holiday of 16th February as pronounced by President Museveni.
The Late Janan Luwum who was born in 1924 was the Archbishop of Uganda, Rwanda, Burundi and Boga-Zaire from 1974 to 1977, when he was murdered.
In the Motion, Dr. Ruhakana Rugunda said that the late Luwum was a great man of the 20th Century who stood for human rights, and was a role model for the world. The Premier added that the late Archbishop resisted the intimidation of the brutal regime of Idi Amin.
“He condemned the atrocities of Idi Amin and his death united Ugandans and galvanised the liberation of Uganda from the dictatorship”, he said.
Rugunda also stated that the late Luwum was a major uniting factor and a leading force within the church, which was fractured in agony at the time.
“He confronted tribalism and religious rivalry. His leadership encouraged people not to disregard issues but confront them. He was a gift to Uganda, Africa and to humanity”, Rugunda noted.
He concluded by saying that Uganda lost a gallant son, the family lost a loving father, the world lost an icon and the church lost a leader.
“He was a giant, a role model who inspired us and is a challenge to all of us regardless of our faith and affiliations”, he concluded.
The Leader of the Opposition, Wafula Oguttu who seconded the Motion said the late Archbishop was the greatest Ugandan who ever lived and worked for a just, peaceful and democratic Uganda.
“He saw the church as vehicle for peace, reconciliation and social transformation”, Wafula Oguttu said.
He added that the late Luwum put his country and people first
“Not many of us have these traits. Many Ugandans serve themselves first, the President next and the country last”, He added. Wafula Oguttu urged Ugandans to draw inspiration from the man of God who left a legacy of clean leadership.
Beatrice Anywar (Kitgum District Woman Member of Parliament) said the late Archbishop Janan Luwum wasn’t fearful and was able to speak out. She advocated for a faith-based university to be built at Mucwini in Kitgum district in his honour.
Latif Ssebaggala called on the Ministry of Education to have books about the late Luwum made available to primary and secondary schools.
“His story should be included in the school syllabus so that our children get to know about this great saint of Uganda”, the Parliament Imam sounded out.
Bugweri County Member of Parliament, Abdu Katuntu said that the late Luwum has continued to unite Ugandans even in his death as seen by the meeting of different leaders from all the political parties.
“I was touched when I saw Olara Otunnu shaking hands with President Museveni and Cecilia Ogwal smiling gracefully. We need a society of equality and unity which the late Archbishop died for”, he echoed.

Kitgum woman mp Beatrice Anywar has re-echoed her call to the Government to intensify its campaign against nodding disease.

Speaking to journalists at parliament Anywar says that she thought that the measures put in place would have saved the children but currently the results are still negative and alarming.

She says that there are recent cases that have been registered in Kitgum district and at the same time victims are being raped due to lack of protection.

She also noted that the victims no longer have food and the last time they were supplied with food was in June.

Experts from the center for disease control and the world health organization have however not yet come out with clear causes of the nodding disease.

Save Mabira Crusade Activists have vowed to fight on until Mabira Forest is saved following a meeting with President Museveni over the weekend which did not yield any positive results as far as Mabira give away is concerned.

The team led by Kitgum District Woman MP commonly known as Mama Mabira Hon Beatrice Atim Anywar met the President in Ntugamo District to discuss the controversial Mabira give away but according to Anywar both sides did not come out with an agreed position whether the forest is safe or not.

Addressing a press Conference at Parliament today, Anywar said the activists have now come up with plan B which will include putting a ban not to buy sugar from Lugazi by all Ugandans, declaring Metha as number one enemy of Uganda as well blacklisting his Companies both within and abroad.

Anywar also said the campaign will be taken out the Country by filing a case in the East African Court and the United Nations.

She said Mabira in not only for Uganda but a global issue which must be protected by all interested parties.

The Opposition in Parliament has vowed not to bow to pressure from President Yoweri Museveni to go slow on his efforts to give away Mabira Forest.

Last week, President Museveni announced that he was planning to give away 7,100 hectares of the forest to Sugar Corporation of Uganda Limited.

On Tuesday, President Museveni, while meeting Kampala City Traders and Kwagalana Group at State House, Entebbe, is quoted to have said that he is ready for war on sugar.

Speaking to the media today, Kitgum Woman MP, Beatrice Anywar, as well as Rubaga South MP, Ken Lukyamuzi said the threats by the President will not stop them from mobilizing Ugandans to demonstrate over the giveaway.

Anywar says the Inspector General of Government should probe government’s dealings with Mehta group, the owners of SCOUL.

Lukyamuzi, on the other hand, said government should look for alternative land for Mehta elsewhere.

Kitgum woman mp Beatrice Anywar has commended the parliamentary appointments committee for rejecting Sebagala appointment.

Speaking to journalists at parliament Anywar said that the committee expressed the sense of independence and followed the whole procedures properly.

She however condemns government for the mess saying that they should have fore seen that Sebagala was not fit for the ministerial position.

Anywar says that the appointment authority knew that for one to be appointed as the minister he should be the person with integrity and the therefore by appointing him it was a mistake.

She says that government should focus on adding value and skills if they are to come up with a perfect cabinet. She also says that Sebagala should have analyzed before even wasting his time.

Anywar says that Museveni has personally made several calls to her wooing her to his National Resistance Movement (NRM) party only to reap disappointments.

Anywar who was recently suspected to be in cahoots with the NRM members says that she is not about to think of joining the ruling party because the President has pledged many things to her people in Kitgum but very few if any have been delivered.

She says that the ruling party has resorted on buying the public support instead of solving the problems the Ugandans face.

The MP says that whatever any kinds of bribes the NRM will give to the people in Acholi region, they will not give Museveni votes in next month’s elections because all the backwardness in the region is attributed to the 26 years of Museveni rule.

Members of Uganda Parliament have demanded for an explanation from government regarding the cutting down of trees planted during the preparation of the Common Wealth Heads of Government Meeting along Entebbe road.

The Shadow Minister for Environment Beatrice Anywar told Parliament that cutting down the trees is a misuse of taxpayers’ money because funds were allocated to plant the trees during the 2007 Common Wealth Heads of Government meeting (CHOGM).

The Uganda Minister of State for Local Government Pereza Ahabwe says, the trees were cut down because they were interfering with electric lines to Uganda State House of Entebbe.

Ahabwe says, he will first consult with other government line ministers before coming out with a concrete explanation on the matter.

The trees have been cut down on Entebbe road mainly in areas stretching from Lweza to Bwebajja.

Kitgum Woman MP Beatrice Anywar who is a renowned environment activist in Uganda has expressed support for the government to spray DDT to kill malaria causing anopheles mosquitoes.

The government is this July set to start indoor residual spraying of DDT in different parts of the country in an effort Health Minister James Kakooza says will help Uganda solve the high incidence of malaria, which is the leading killer disease in Uganda, and constitutes a high economic burden on individuals and the government.

But businesspeople and especially environmentalists in Uganda have been opposed to the spraying of DDT arguing that it might contaminate plants and water bodies, and  thereby reduce on the market of Uganda’s agriculture products in the European Union, as well cause diseases that have been known to result from the direct use of DDT.

But Anywar says while the health concerns are valid, DDT if sprayed properly does not affect people and the environment. She says the government should go ahead and spray DDT to solve a big problem in the country, but must ensure the chemical does not go into water bodies and gardens to contaminate the environment and affect people’s health.
