The Hodgson Law Scholarships, LLM Scholarships: The Hodgson Law Scholarships have been initiated after the death of Elizabeth Hodgson pursuant to the Hodgson Will Trust.

The Hodgson Trustees have resolved to set up a scheme of Hodgson Law Scholars to be selected through a Selection Committee.

The Committee will choose 1 Hodgson Law Scholar each year from LLM applicants.

All University tuition fees will be paid on the Hodgson Law Scholars’ behalf by the Hodgson Trustees.

In addition, each Hodgson Law Scholar will receive a maintenance al lowance of £5,000 as a contribution towards their living expenses in the United Kingdom.

Maritime Law Scholarships: The International Maritime Law Institute (IMLI) helps candidates who require financial assistance to study maritime law.

The Institute cannot offer scholarships but is prepared to seek assistance on behalf of applicants. Furthermore, in certain cases, upon request, the Institute may grant a partial waiver of the programme fee for deserving candidates.

The basic requirements are:

  • A degree in law with a high standing from a recognized university; and
  • Proficiency in the English language.

Women Candidates:
In order to promote the integration of women in the formulation of national and international legislative instruments, fifty percent of the places on the programme are reserved for suitably qualified women candidates.

scholarships for African Students in India: The Government of India, through the Indian Council for Cultural Relations (ICCR), offers about 2325 scholarships under 21 scholarship schemes.

Of these scholarships, 500 are exclusively for African countries. There are students in India under these schemes from about 80 countries.

Most of the scholarship holders come from developing countries in Asia, Africa, South and Central America.

However, there are quite a few students from the developed countries as well. Around 3550 foreign students are currently studying in India under the various scholarship schemes.

The students are in graduate, post graduate and doctoral programmes as well as in professional courses such as engineering, pharmacy, accountancy, business administration and management.

Scholarships are also given for learning Indian dance, music, painting, sculpture, etc.

The Indian Council for Cultural Relations (ICCR) administers its own scholarship schemes apart from which it also functions as an agency for other schemes on behalf of the Ministry of External Affairs and the Ministry of Finance of the Government of India.

Members of Parliament investigating the mismanagement of the Power sector have today heard that the Government of Uganda does not have any expert to represent it in monitoring the water levels at the Kiira Dam as it is discharged to generate power.

The power generation at the dam is managed through a concession by Eskom, a South African power firm. The company supervises its own generation depending on the water levels they discharge.

Mugisha Shillingi, the Director of Water Resource Management told the committee headed by West Budama North MP, Jacob Oboth Oboth, that there has never been any expert deployed to monitor on behalf of government the water levels to ensure the recommended quantity is discharged. The MPs were shocked by the stack revelation and said that many of them have always doubted the argument that drought is to blame for the receding water levels that have contributed to the rampant power shortage and outages.

During his testimony, Shillingi refused to divulge all the information that the Oboth committee wanted, including data of how much water is discharged by the two dams; Nalubale and Kiira. He angered the committee members when he told them he had not properly understood their letter asking him to appear before them last week.

He said he would return to appear later when he is more organized with data of water levels spanning a whole 40 years. The members said they were constrained to interview him in light of the inadequate information he had provided for them and agree they would re-summon him to testify on Thursday this week.

Shillingi said that in September this year, President Yoweri Museveni, through a letter to the Minister in charge of water, directed that 1,000 Cubic meters per second of water should be discharged by Eskom for power generation. He said that that is the same quantity that is being discharged currently but added that this could affect the water level.

He recommended that the best quantity should be 800 cubic meters per second.

Shillingi kept apologizing for many failures under him in the department, including the failure to provide monitoring and evaluation of the water levels on behalf of the country, leaving Ugandans at the mercy of a private and foreign power generator called Eskom.

Eng. Gabriel Ajedra, a member of the committee, said he was not surprised by the shocking revelation because he has never been convinced by the drought explanation for power shortages. He said he does not think that as a private business, Eskom can tell the whole truth when their interest is making profits.

Ajedra said it is possible that Eskom could release either more than what is directed or less, scenarios that are both dangerous to Uganda.

After being evicted from abattoir business in Kampala, city business tycoon Hajji Hassan Basajjabalaba has joined timber business.

We have been reliably informed that Hajji Basajjabalaba has bought five timber houses in Ndeeba and officially joined the business.

The business tycoon has now recruited his family members and cousins to run his timber business on his behalf. In fact Basajjabalaba has a lot of money. He has even bought off the land on which the five timber stores are seated.

If history remains constant, you will soon hear that conflicts have erupted at timber stores in Ndeeba. You see wherever Basajjabalaba goes, conflicts follow him. When he was managing Nakasero and Owino markets, his administration was characterised by wrangles.

 The Uganda law society has quashed the public order management bill currently before the committee on legal and Parliamentary affairs, saying its’ not good in its current form.

Making a submission on behalf of the society, the President of the society James Mukasa Ssebugenyi says if the bill is passed into an act in its present state, it can successfully be challenged in the constitutional court.

He also says a big number of articles of the bill contravene and gag the fundamental rights as enshrined in article 29 of the constitution.

Ssebugenyi also says the bill is more prohibitive that regulatory.

He notes that the powers given to the Police to the extent of using fire arms in quelling such unlawful gatherings expose the lives of Ugandans to risk and give the Police so much power which may easily be misused.

He has advised the committee and Government to adopt a bill and include ideas forwarded and reflective of all issues raised by Ugandans so that it’s accommodative to all people.
