The NRM Electoral commission headed by Tanga Odoi yesterday castigated members of parliament who are trying to bribe their way back to parliament. Addressing the media at NRM EC offices, Odoi revealed that as a result of desire to bribe, some of the members have already fallen prey to city conmen who have fleeced millions of shillings from the members promising to give them ballot papers for stuffing. He said for example, a city conman only identified as Tinkamanyire was a few days ago arrested in Bukedea as he tried to con several contestants in the district claiming to be working in the NRM secretariat and therefore had the ballot papers for MP primaries.

Tinkamanyire, according to Tanga, went to Bukedea after he had successfully finished to con Members of Parliament from Butaleja district whom he called to a fake meeting promising to give them ballot papers and they gave him shs 600,000 each. Tanga castigated members for behaving in what he called a dishonorable manner of believing in bribery instead of working for their victory.

NRM EC has also said that primaries for Members of Parliament, LC5 chairmen and Lord Mayor await NRM CEC decision. EC commissioner Jane Alisemera says it is CEC to choose dates for when these primaries can be conducted.

The party’s EC had summoned the press to brief them on the upcoming primary elections for NRM councilors at district, sub-county and municipal councils. She says the elections for these people will take place on Monday October 5 in the regions of Northern, Karamoja, Eastern and Western.

The primaries for those positions in Kampala and Buganda NRM regions will take place on October 8.

Last week, the NRM EC postponed indefinitely primaries for NRM MP aspirants and district chairpersons citing ‘unforeseen’ circumstances.

The Executive Director of Kampala Capital City Authority Jennifer Semakula Musisi has put members of parliament on spotlight over demanding bribes from witnesses and accounting officers. Jennifer Musisi made the revelation while at the seminar of accounting officers organized by the public Accounts committee of parliament held at parliament’s conference hall.

Musisi’s revelations were sparked by the chairperson of the Public Accounts committee Alice Alaso when she told the accounting officers not to tempt MPs with bribes because they want to go to heaven clean.

Musisi said that accounting officers are many times subjected to demands coming from various committees’ members where they are summoned to appear. She said that she knows many people who are held at ransom by these demands and are threatened to face difficulty in the committee. She went ahead to say that accounting officers are working in a very corrupt country and system and they feel threatened when before some parliamentary committees.

Musisi however told MPs that some of the accounting officers like her have not succumbed to bribe demands by some MPs because they want to go to heaven.

The permanent secretary in the ministry of Gender, Pius Bigirimana, accused MPs of basing their recommendations on sentiments rather than evidence.

Besigye says that some of the benefits given to MPs including the gift of 103 million shillings for cars at a time when the country’s health sector is in a sorry state is one of the most painful chapters in Uganda’s governance history.

The outgoing Forum for Democratic Change’s president says most MPs have betrayed Ugandans for deciding to please their personal interests against those of the people who send them to parliament. Besigye says a movie should be made of such MPs.

Many Ugandans have been raising cries over reported corruption at the Administrator General’s office. The office in charge of fighting corruption in Uganda, the Inspector General of Government’s office confirms that it is receiving reports that some of the officials at the Administrator General’s office demand bribes from clients.

But the IGG spokesperson Ali Munira says that their detectives have been dispersed to the administrator general’s office to nab people demanding for bribes from people.

The development comes days after the IGG’s office had just arrested an official at the administrator General’s office for demanding a bribe from one of the persons seeking services from the Administrators General’s office.

Munira says the official who was arrested is still in custody at Kampala Central Police station. The spokesperson argues Ugandans to report to the IGG’s office all officials at the Administrator General’s office who demand for bribes.

Cardinal Emmanuel Wamala has asked the members of the police force to respect the uniform they put on and the civilians whose tax the government uses to buy policemen uniforms.

Preaching in the morning mass at Rubaga Catholic Cathedral in Kampala today, the cardinal told the policemen to respect the constitution of Uganda, other laws of Uganda, inherent human rights, Police ethics and the pips on their shoulders.

The Cardinal says that it is unholy for police offices to receive bribes, mistreat suspects, and grab peoples’ property. He says it bad for the police to put allegence to president Museveni.

Cardinal Wamala says it is better for the police to remember that allegiance is to Ugandans and not president Museveni.

It seems policemen in Uganda have been terrified after section of motorcycle riders threatened to kill them over arrests. The motorcycle riders locally known as boda bodas complain that the police over arrests them and impounds their motorcycles.

One of the boda boda operators who preferred not to be named in this report in order to talk freely said that the police officers ask them money while they are on road and when they don’t give them bribes they end up being arrested.

The police officer in charge of Old Kampala police station, Dominic Okello however says that the motorcycle riders are arrested for disregarding traffic regulations and added that the  cyclists had caused many accidents within the city due to none compliance to traffic rules amd regulations.

Former energy minister Hillary Onek was thrown out of the adhoc committee investigating the oil sector after he failed to provide a presentation on his case of alleged bribery.

Onek is accused, together with Prime Minister Amama Mbabazi and foreign affairs minister Sam Kuteesa of taking bribes from oil companies.

The committee, chaired by Michael Werikhe said they could not proceed without documented presentations from Onek, who is the current minister of Internal Affairs.

Onek said he did not possess a written submission of his response to the legislators concerns and had failed to get some information from the ministry of energy.

He asked for more time up to Tuesday next week to ensure the needed information and documents are given to be able to present his case.

The issue of resignation also came up after Makindye West MP; Hussein Kyanjo questioned his refusal to step aside while the committee investigates the bribery claims as well as the Rules and Privileges which is handling the issue of contempt of Parliament on the part of the ministers.

Kyanjo expressed fear that the committee could be wasting time if it did not first get guidance from the Speaker on how to proceed.
