A building under construction  has collapsed this evening along Lumumba Avenue causing panic among construction workers.

The building said to be owned by an Indian whose names have not been readily established was being constructed by Scafold construct Uganda Limited.

The building is located next to the NSSF building whihc is also being constructed.

According to Kampala metropolitan police spokesperson Ibin Ssenkumbi, the foundation wall has curved in although no one has died, and no one was injured.

As the country grapples with the debate on whether or not to legalise abortion and homosexuality, government is challenged to incorporate the issue of morals in nation Building.

According to the Uganda Christian University Vice Chancellor Rev. Canon John Senyonyi, sensitive issues like abortion and homosexuality cannot only be dealt with as matters of legislation without considering the moral aspect.

Dr Senyonyi’s comments may reawaken the debate on the anti- homosexuality bill, which has gone silent in parliament over recent months although a few legislators continue to lobby for its passing.

It also comes following a recent ban by the media council of performances of a theater production to discuss gay issues.

Dr Senyonyi also says Uganda should draw lessons from some developed countries that have realized their mistakes and are now decrying the moral decadence in their countries.

He was speaking to journalists at the sidelines of a conference on the role of religious leaders in nation building organized by the Inter Religious council of Uganda.

The conference is running under the theme Uganda at 50; the role of religious leaders in nation building “our journey.”

Members of parliament on Wednesday asked the Vice President Edward Ssekandi Kiwanuka to explain his recent actions in stopping the police from assisting Kampala Capital City Authority from enforcing the demolition of one of the buildings being constructed on part of a road reserve in Kampala.

The MPs sitting on the Presidential Affairs Committee also resolved that they write to the inspector general of police Lt. Gen. Kale Kayihura, directing him that he ensures the Force backs KCCA in its efforts to tear down this incomplete structure on Plot 42, Nile Avenue, opposite Garden City and Nakumatt Oasis shopping malls.

The chairperson of the committee Barnabas Tinkasimire says that Lt. Gen. Kayihura, who the same MPs also met today, must ensure that the building is put down.

The executive director of KCCA, Jenifer Musisi says that the building in question was registered by the defunct Kampala City Council under the names of Foton East Africa; a Chinese firm and it was only permitted to put up a semi-permanent motor vehicle showroom.

Tinkasimire says that his committee has also learnt that Ssekandi and President Museveni’s younger brother, only known as Toyota are behind the Chinese investors who are constructing the structure in the road reserve.

Mr. Toyota says that he is an employee of the company but he denied reports that he personally supervises the construction of the building with armed officers. Ms Musisi says that KCCA revoked the permit because the people constructing the building were in breach of one of the conditions which was to the effect that the front setback along Nile Avenue and Kitante Road should be a minimum of 15 metres from the road reserve.

The KCCA director in charge of Human Resource, Ms Jenifer Kaggwa has reportedly defied court over land owned by Kansanga market vendors. This was a result of a row over a piece of land in Kampala where Kansanga market is situated. Ms Kaggwa was recently taken to court by the vendors over reported encroachment on their land measuring 0.03 decimals.

Consequently, the chief magistrate Makindye, Charles Serubuga issued an interim order on July 13th 2012 stopping ms Kaggwa from tampering with the market land until the main suit is heard. She was served with the order which she reportedly defied and went ahead to set up a storied building. This promoted the police led by the OC Kabalagala police station, Patrick Baluku to arrest Ms Kaggwa’s workers on site.

Surprisingly Ms Kaggwa resumed work a week later saying that the order from court did not directly concern her developmental plans. The documents in court show that this said land situated on plot 843 block 254 is owned by Kasanga market vendors whose lease they got in 2000 and have a 99 year lease. When the wrangles started the vendors requested for opening of boundaries of the disputed land and this was done in May 2012, according to Kampala district land acting staff surveyor Okia Okiso. After opening the boundaries it was discovered that ms Kaggwa had encroached on the market land by 4.7 metres on the frontage and 2.3 metres at the rear. According to documents in court, the KCCA acting director Physical Planning, Joseph Semambo gave Kaggwa a temporally permit to start construction work of her storied building which is a rare occurrence in KCCA planning procedures.

It can be recalled that the dispute on this land has not started today, for in the year 2005, a brand new KCC pickup was burnt to ashes as the dispute simmered by goons led by one Aisha Nabukenya who is believed to have sold to Kaggwa. In 2007 the former IGG Raphael Baku affirmed the correct Kansanga market boundaries.

However ms Kaggwa in her written statement of defence, denied each and every allegation of trespass and avers that the construction of a storied building is within the boundaries of her land. She also says that her building plan was dully approved by the defunct KCC and she was accordingly allowed to commence construction on her land. Ms Kaggwa also avers that her boundary marks have been intact for a long time and that the surveyors later tampered with her boundaries without consulting her consent.

Women Leadership and Disability Scholarships; Women’s Institute on Leadership and Disability (WILD – USA) annually brings together approximately 30 women leaders with disabilities to strengthen leadership skills, create new visions and build international networks of support.

During the 3-week program in USA, participants take part in workshops and discussions, conduct on-site visits, and participate in team-building activities, to explore challenges and exchange strategies for increasing leadership opportunities and employment of women and girls with disabilities internationally.

Program activities focus on priority issues for women with disabilities, including:

  • Rights and opportunities
  • Career planning and higher education
  • Employment strategies
  • Health and family issues
  • Using the media and coalition building
  • Organizational development and sustainability
  • Inclusive international development programs

Limited scholarships may be available based on applicant’s demonstrated financial need. Application deadline is March 1.

  • Emerging and established women leaders with disabilities from around the world who demonstrate:
  • Personal experience with disability, an understanding of issues, and a commitment to working for the rights of women and girls with disabilities

After serious considerations of many factors, the councilors of the Kampala Capital City Authority agreed and laid the city budget for the financial year 2012/13.

The laying of the KCCA budget was held from KCCA chambers, not at Entebbe Botanical hotel as it was earlier on suggested.

The laying of the KCCA budget took place on Thursday, June 28, 2012 starting at 10:00am. All members of the public who were interested in seeing what is in the KCCA budget were invited and attended the session at city hall building in Kampala. The building houses the headquarters of KCCA.

The KCCA analysts told us that the decision to hold the council lay budget council at City Hall building could have helped to save millions of shillings.

It is hard to believe that millions of people in Uganda and the world at large have bleeding gums.

Some people told our health tam that they brush their teeth and cleanse the mouth well but still their gums bleed. So in this news report we bring to you how you can guard your gum against bleeding.

You should brush your teeth gently with a soft-bristle toothbrush after every meal, rinsing with salty water or hydrogen peroxide and water.

Avoid using alcohol-containing mouthwashes because they aggravate the problem. Flossing teeth twice a day can prevent plaque from building up. Avoid snaking between meals, and reducing carbohydrates can also guard your gum against bleeding. Eating a balanced and healthy diet also works well.
