Busoga University has been ordered to bring back Shs50.5m that was for Makutu Seed Secondary School in Bugweri District.

The Deputy Deputy Inspector General of Government confirmed that the money sent to Busoga University wasn’t meant for it, but rather Makutu Seed Secondary School.

She therefore ordered Busoga University based in Iganga district to refund back the money that the President sent.

According to the letter signed on September 17 by the Deputy Inspector General of Government, Ms Mariam Wangadya, to the university’s Vice Chancellor, Prof Lameka Kibikyo, asserts that the money was mistakenly sent to Busoga University.

President Museveni in 2011 pledged to support both Busoga University and Makutu Seed School.

On the amount sent, Busoga University was meant to take Shs1.2b and the reminder was for Makutu Seed School, according to the IGG.

However, Busoga University took all the money. The University was then ordered to send Shs151m to Makutu Seed School but only released Shs100.5m.

Busoga University Vice Chancellor Prof Kibikyo said failure for the University to settle all the money was due to the problems the University has been facing since 2016

The delays in refunding the money to Makutu Seed School is due to the problems that the university has been having since 2016, including strikes, notice to revoke its licence and revocation of licence; but the money will be paid in instalments,’’ Prof Kibikyo is quoted as saying.

The IGG termed Prof Kibikyo’s claims as unsatisfactory since the money was received by the University two years earlier before the problems occurred.

The problems had no effect on the transfer of this money to Makutu Seed School because it (money) was received in 2014 – two years before the occurrence of the said problems and therefore there was no excuse for failing to remit the money.”
“It is noted that your explanation is not satisfactory since the problems occurred two years after receiving them. You are therefore directed to refund this money with immediate effect,’’ the IGG letter reads in part.

The latest ranking of Uganda’s Universities has indicated that Makerere University still leads in the higher institutions of learning in the country followed by Ndejje University which has been ranked second best.

The rankings were released by a University Web Ranking 2016 which also indicated that the newly created Universities of Soroti and All Saints’ are among trailing in terms of University ranks in Uganda.

The research that was also carried out among other Universities in Africa, ranked the top 200 Universities, indicating that the first top ten Universities are all found in  South Africa with the University of Cape Town being number one on the continent followed by university of South Africa and university of Pretoria respectively.

In the East African Region however, Nairobi University is ranked as the best because as captured the 14th position, followed by Makerere University which also scored the 18th position.

The list shows that Soroti and All Saints universities are trailing in the last positions in Uganda, followed by Uganda Pentecostal University, St. Lawrence University, St. Augustine’s International University and Bishop Stuart University in that order at the bottom.

Besides Makerere and Ndejje as the best Universities in Uganda, the ranking indicates that Mbarara University of science and technology is 3rd, Uganda Christian University 4th, Kampala International University 5th, Kyambogo University 6th, Uganda Technology and Management Univeristy (UTAMU) 7th, Uganda Martyrs University 8th, Victoria University 9th and International University of East Africa scoring the 10th position.

Others are Islamic University in Uganda, Gulu University, Mountains of the Moon University, Bugema University, Muni University, Nkumba University, International Health Sciences University, Busitema University, Muteesa 1 Royal University, Livingstone International University, Cavendish University, Busoga University, Kampala University, Kabale University, Kumi University and African Rural University in that descending order.

In a series of losses to electoral petitions coined around inadequate academic papers, the High Court sitting in Jinja has nullified the election of National Resistance Movement (NRM)’s Hajat Rehema Watongola as a member of parliament for Kamuli municipality.

Kamuli Municipality was created as part of the 12 municipalities approved by parliament and became effective July 1, 2015 last year.

Watongole had been dragged to court by her rival Ms Salaamu Musumba the former LC5 Chairman of the district who had lost in the February 18 election prompting her to file a petition sighting fraudulency in the papers Watongola had presented during her nomination.

Electoral Commission results indicated that, Ms Watongola beat Ms Musumba to the seat, polling 8,175 votes against Ms Musumba’s 6,702 votes.

In the petition dated 29 March, Ms Musumba claimed that the documents from Busoga University, which Ms Watongola used to get nominated, were obtained fraudulently.

She argued that what Ms Watongola presented a Uganda Certificate of Education from Town Hall in Jinja, diploma and degree certificates in Public Administration and Management from the university were not sufficient for nomination for her nomination.

For her nomination, Ms Watongola presented a Uganda Certificate of Education from Town Hall in Jinja, diploma and degree certificates in Public Administration and Management from the university.

However, Ms Musumba contested the validity of the qualifications. The former district chairperson also referred to minutes of a December 17, 2010, senate meeting of Busoga University, which resolved that a certificate used by Ms Watongola to gain admission to the institution was fake and subsequently recalled the qualifications it had awarded her.

Ms Musumba included the Electoral Commission, Busoga University and the National Council for Higher Education as the other respondents in the case.

Court conquered with Ms Musumba saying she had adduced substantial evidence on Wantongole lacking the requisite academic qualifications to contest for the MP seat and thus called for a by-election for the post.

Watongole becomes  the 4th member of parliament to be thrown out due to suspicious academic papers in less than a month.
