The Call for Papers for the conference Young People, Farming & Food: The Future of the Agrifood Sector in Africa is now open.

This international conference is being sponsored by the Future Agricultures Consortium (FAC) and the Institute of Statistical Social and Economic Research (ISSER) and will take place 19-21 March 2012 in Accra, Ghana.  The conference will critically examine, from both research and policy perspectives:

 

  • Dominant and alternative framings and narratives, and recent empirical data, relating to how young people engage with the agrifood sector in Africa (as producers, entrepreneurs, employees, consumers and citizens)

 

  • The dynamics of change in different components of the agrifood sector and the implications of these dynamics for young people

 

  • The implications for young people of alternative policy approaches to the development of the agrifood sector.

 

The Deadline for the submission of abstracts is 31 August 2011.

The seventh Partnership Platform meeting of the Comprehensive Africa Agriculture Development Programme (CAADP- PP) has ended in Yaoundé, Cameroon with a call on AU member states to work towards the realization of the CAADP goals.

Under the theme: “Mutual Accountability in the Formulation and Implementation of country CAADP Investment Plans”, the Sharing-Learning Session focused on: strengthening programme implementation and results at national level; enhancing the participation in, and the ownership of, the CAADP agenda by national stakeholders; and establishing mechanisms for transparent dialogue and mutual review of performance among internal and external stakeholders.

The “Sharing-Learning” Session received reports on the progress and status on CAADP implementation from countries and Regional Economic Communities (RECs). The African Union Commission and the New Partnership for Africa’s Development Planning and Coordinating Agency (AUC/NPCA) shared experiences and drew lessons on CAADP implementation.

The “Business Session” deliberated on key CAADP priorities for 2011 and took decisions on a number of issues that are expected to hasten implementation of national agriculture and food security investment plans.


The meeting noted the significant support RECs and continental organizations including AUC and NPCA have provided to countries in moving CAADP from being a process of mobilization of key stakeholders in evidence-based agricultural planning, to one that created the necessary conditions for generating the required investment finance.


The seventh meeting of CAADP PP also noted that the involvement of non-state actors (NSAs) at all stages of CAADP is crucial for the realization of CAADP targets and results. In particular, the meeting recognized that engagement of NSAs is critical for articulating issues of wider significance for delivering on the broad-based development agenda that CAADP catalyzes. The meeting however noted the challenges NSAs face with respect to their informed participation as equal partners in the CAADP process.

During the closing ceremony, Commissioner Tumusiime Rhoda Peace, Commissioner for Rural Economy and Agriculture, AUC said “We should especially ensure that mutual accountability is grounded in domestic accountability…. As we conclude this meeting, our challenge is two-fold and that is, to ensure we keep up this standard and country-orientation in future meetings of CAADP PP. And the second is to take forward the letter and spirit of what we have undertaken to move Africa’s agriculture, food and nutrition agenda to the greater heights”.

She reaffirmed the commitment of the AUC to continue to take leadership in collaboration with the NEPAD Planning and Coordinating Agency (NPCA), other Pan African Institutions and Partners in keeping up the momentum and pursuing the mutual accountability agenda vigorously in the course of implementing CAADP.

Ms. Julie Howard, of USAID on behalf of the CAADP Development Partners Task Team, underlined that CAADP has been successful in mobilizing national and regional organizations, private sector and farmers for agricultural development on the continent.

Going forward, she expressed the commitment of development partners to align their technical and financial support behind CAADP, inspired national and regional agriculture and food security investment plans.

In her closing remarks, the President of the Pan African Farmers Organization (PAFO), Ms. Elizabeth Atangana said that the CAADP development plan must ensure that women, children and youth are at its centre of implementation. The issue of capacity building, funding, and access to land should be given priority, she said, adding that African leaders need to demonstrate further commitment to investing 10% of their annual budget to agriculture.

Delegates at the seventh meeting of CAADP-PP included AUC, NEPAD, RECs, agriculture experts, private sector, farmers’ group, researchers, development partners, and civil society organizations from across Africa and beyond.

News Release: The 7th Comprehensive Africa Agriculture Development Programme (CAADP) Partnership Platform (PP) session was kick-started yesterday in Yaoundé, Cameroon under the theme “Mutual Accountability in the Formulation and Implementation of country CAADP investment plans.”

The President of Cameroon, Mr. Paul Biya who was represented by the Special Duties Minister, Mr. Victor Mengot, who officially opened the three day event at the Hilton Hotel in Yaoundé.

In the speech read by the Special Duties Minister, President Biya reiterated the commitment of Cameroon in supporting the CAADP agenda. He said even though Cameroon had not achieved as much as expected in the field of agriculture, the country will continue to work with bilateral and multilateral agencies in reducing hunger and poverty.

The meeting which has in attendance representatives from the African Union Commission (AUC), the New Partnership for Africa’s Development (NEPAD), Regional Economic Communities (RECs), agriculture experts, researchers, the private sector, civil society organizations, farmers group and development partners is placing strong emphasis on the issue of mutual accountability, capacity building and the involvement of non-state actors in the formulation and implementation of country CAADP investment plans.

Commissioner for Rural Economy and Agriculture at the AUC, Tumusiime Rhoda Peace expressed delight that there had been remarkable achievements since CAADP was set up. She says CAADP was about doing business differently adding that twenty five countries have now signed the CAADP compact with more African countries now investing more resources in the development of the sector.

“Democratic Republic of Congo became the twenty fifth country in Africa to sign the CAADP compact. The farmers are better organised now, last year we launched the Pan African Farmers Association (PAFO), our private sector have also become more dynamic in investing in the Agro-Business sector, which has helped in developing the sector. Also speaking at the occasion, the Chief Executive Officer of NEPAD Agency, Dr Ibrahim Assane Mayaki, recalled that when CADDP was conceived, the level of agriculture production and quality of policy design was low. He said CAADP came as a transformation strategy.

According to Dr. Mayaki, “CAADP is not about bureaucratic structures, it is about constructive means of developing agriculture in Africa. Partnership is absolutely key, if we want to prioritise Agriculture in Africa. The AU/NEPAD is working on a common strategy through CAADP.”

Giving an overview of the meeting to the participants, the Head of CAADP, NEPAD Partnership and Coordinating Agency (NEPAD Agency), Mr. Martin Bwalya, said the first two days will be devoted to sharing-learning from CAADP Partners and members. He noted that the meeting was about the implementation of CAADP plan, sustaining the gains achieved over the years and giving attention to the management of resources.

“CAADP is about advancing the common vision of Africa for development. It is about sharing experience on CAADP implementation; facilitate dialogue and mobilizing efforts and energy for implementing Africa Agricultural development. It will pay attention to local ownership, issue around financing, private sector involvement and accountability”, Mr. Bwalya added.

German Development Cooperation representative and current Chair of Development Partners for CAADP, Sonja Palm, while reiterating the readiness of the group to continue to support the growth of agriculture in Africa, identified some challenges that need to be addressed.

She says, “to ensure that we can build on existing momentum and that these plans translate to concrete coordinated and harmonised programmes that deliver results, policy-makers need to transfer ownership and understanding of their investment plans and detailed programmes to those who will take forward implementation. We strongly believe that technical and political support needs to target these people and organisations.”

The African Union through its programme of the New Partnership for Africa’s Development (NEPAD) works to raise the amount and quality of food that Africa produces, in order to make families more food-secure and exports more profitable. To do this, the NEPAD Agency brings together all the organisations involved in Africa’s agriculture – and helps them voice their needs and co-ordinate their work. The framework guiding this work is CAADP, developed and led by African nations. Established as part of NEPAD, CAADP was endorsed by the African Union Assembly in July 2003.
