Government Chief Whip in Parliament, Ruth Nankabirwa

Parliament has amended section 34, sub rule (1) of the Rules of procedure pushing the Prime Minister’s question time to Thursday of the week from Wednesday on justification that the Minister cannot beat the traffic jam on Entebbe road to attend the Parliamentary proceedings in time.

The proposal was moved by the government Chief Whip, Ruth Nankabirwa, while Parliament was handling the amendment of rules procedure.

Nankabirwa, said that since the head of state chose Wednesday to be cabinet day and being that cabinet meeting sit in Entebbe to enable the prime minister to be in parliament in time to answers MPS questions on different matters.

The Opposition Chief Whip, Ibrahim Ssemujju Nganda, had wanted Parliament to reject the proposal to shift the prime minister’s question time to Thursday since tax payers pay money for the President’s office which is in Kampala.

But parliament agreed to approve the government chief whip’s amendment on this matter.

Ministers in the past have been absent or late for Parliament’s proceedings especially on Wednesday ,on ground that they are delayed in Cabinet meeting causing suspension of the sitting for some minutes waiting for their presence for Parliament to transact business of the day .

President Museveni has this morning met with his Cabinet in Kampala and discussed with the ministers the precarious environment his government is in following the resignation of six ministers over corruption allegations.

The meeting took place in the Cabinet Library at the President’s Office on Parliamentary building, in Kampala central division.

Some of the ministers who have resigned over corruption related charges include Suda Bbumba (Gender), Khiddu Makubuya (general duties) and Kabakumba Matsiko (minister forKampala).

One of the ministers in the meeting told us that the cabinet meeting discussed among others the implication of the resignation of ministers, report tabled last week by Parliament’s watchdog committee on public accounts into the questionable approval of compensation to businessmen Hassan Bassajabalaba and retired Col. John Mugyenyi and the negative publicity opposition parties have solved to international community since April last year. Another source in the meeting told us that the ministers requested the president to fill the vacant ministerial posts.

You have already read stories or heard media reports that the members of the East African community (EAC) rejected Sudan’s entry into the regional bloc. The EAC countries: Uganda, Kenya, Rwanda, Burundi and Tanzania rejected Sudan during their 13th East Africa Heads of States Summit recently.

There were two main reasons why the EAC presidents rejected Sudan’s entry. The block heads found out that Sudan did not meet the criterion on geographical proximity. The EAC members like Rwanda, Burundi and Tanzania reasoned that Sudan can not be accepted to join the block because it is far from any of the member states.

While briefing a cabinet meeting at state house today, president Museveni told members that Sudan was also rejected because it practices sharia law. No country in East Africa practices Sharia law. Museveni however says that Sudan would be accepted after further consultations.
