The National Environment Management authority needs to be empowered to deal with the challenges associated with Oil and Gas industry.

Energy and Minerals Minister, Eng. Irene Muloni

This concern was raised by the minister of Energy and Mineral Development, Irene Muloni while responding to the concerns of the members of parliament on the capacity of the authority to asses the environment impact for any activity carried out in the rift valley basin.

Muloni said that oil and gas is still a new industry in the country which NEMA had not planned for initially and therefore the need for support from parliament to empower the authority.

Muloni’s call was emphasized by the minister of tourism Ephraim Kamuntu who says that NEMA needs to be strengthened in terms of man power and finance.

The two ministers however said that the authority currently uses other prequalified companies to asses the environment and therefore no project is being carried out without its environmental impact assessment report.

It is shocking but true. We have reliably learnt that doctors at Mulago hospital have body scanners but lacks capacity to operate them. But Mulago has been bragging all the years that it has the best facilities and best doctors. Our research indicates that the doctors at Nsambya and Lubaga hospital can assemble and operate body scanners yet Uganda’s national hospital lacks such capacity.

Dr. B. Byarugaba of Mulago hospital says that Mulago is begging for engineerz from Singapore to come and teach them how to operate body machines. The body scanners at Mulago are in form of the Magnetic Resonance Imaging (MRI) machines.

Our informers went to Mulago hospital and confirmed that the Magnetic Resonance Imaging is not functioning because the engineers from Singapore have not come.

The Magnetic Resonance Imaging (body scanners) is used to scan soft tissues of the body such as the brain and the heart among others in order to detect anomalies before operation can be recommended or done. Dr. Byarugaba says that the Magnetic Resonance Imaging machines can also be used to detect cancer.

After several filling stations in Uganda running out of fuel, Uganda’s minister for energy, Irene Muloni says Uganda has no capacity to store petrol that can last for two weeks.

Her statement has sent motorists and drivers into panic. The minister’s statement doesn’t show whether the oil shortage would be fixed soon.

She says that Uganda only stores fuel that last for not more than three days. Uganda gets oil supply from western Kenya. Much of the fuel Uganda uses is imported from Kenya.

But the minister’s statement has left many Ugandans baffled, wondering how former Ugandan president ‘Filed Martial, chancellor, Iddi Amin Dada, the conqueror of the British Empire’ who was scarcely educated could have thought of constructing fuel reserves and Museveni’s government that is administered by educated people  fails to build fuel reserves.

There is an apparent war within Uganda opposition parties with some sharp allegations to the effect that some member parties like the Democratic Party (DP) have allied with the National Resistance Movement (NRM).

However the spokesperson of DP, Kenneth Paul Kakande clears that there is no such alliance between DP and NRM. There is no resolution of the National Executive Committee of DP mandating anybody in DP to work NRM for any political reasons.

He says that if there are any individual or group of persons doing it, they are doing it in their personal capacity and the party wishes to state that it will investigate these unfortunate and callous turn of events and such people, if any will be dealt with according to DP laws.

There also seems to be a deliberate effort to depict a war of words between FDC and DP leaders. Kakande says that the DP is not in business of attacking other opposition leaders and members. Kakande says that DP believes that the people in FDC are their friends and the party sees them as allies in the fight against Museveni’s leadership. He challenges FDC and all other opposition parties to concentrate their fire on the liberation struggle.

The goal of this Internship Program is to offer successful candidates an opportunity to improve their skills as well as the experience of working in an international environment.

Interns generally find the experience to be rewarding and interesting.

To be eligible for the Internship Program, candidates must possess an undergraduate degree and already be enrolled in a full-time graduate study program (pursuing a Master’s degree or PhD with plans to return to school in a full-time capacity.

Generally, successful candidates have completed their first year of graduate studies or are already into their PhD programs.

This Program typically seeks candidates in the following fields:

  • Economics, finance, human development (public health, education, nutrition, population), social science (anthropology, sociology), agriculture, environment, private sector development, as well as other related fields.
  • Fluency in English is required.
  • Prior relevant work experience, computing skills, as well as knowledge of languages such as French, Spanish, Russian, Arabic, Portuguese, and Chinese are advantageous.

The World Bank Group Internship Program is offered during two seasons:

  • Summer (June-September).
  • Winter (December-March).

All applications MUST be submitted on-line (using the “Apply Now” button on the right hand side of this page – available during the application period only).

The Bank pays an hourly salary to all Interns and, where applicable, provides an allowance towards travel expenses.

Interns are responsible for their own living accommodations.

In his capacity as the head of the Catholic Church and an African, Cardinal Emmanuel Wamala knows that sending condolences to the families of the people who die is a must. So we have been told that the cardinal has sent his condolences to the family of the police officer, Assistant Inspector of Police John Bosco Ariong who died on duty last week.

But the cardinal also cautioned the government not to apportion blame for the death of AIP John Bosco Ariong. Instead, the cardinal says the death of Ariong should be blamed on poor government policies.

We hear that the cardinal said that the government has directly or indirectly played a role in widening the gap between the police and the public.

Meanwhile, the FDC leader Col. Kiiza Besigye has said that he used to know Uganda police as the most corrupt institution in Uganda but not as the most brutal and feared Force in Uganda. Besigye asked the police to get back to professionalism and leave politics to politicians.

The United Nations Development Programme (UNDP) has called for applications from qualified women to fill its vacant posts including the post of national programme specialist (UN women).

Because of this the government of Uganda is committed to UN reform and has requested the UN system in the country to accelerate its efforts towards greater harmonization and strengthened coordination and align itself strongly in support of the Paris declaration and Accra Agent for Action.

So in its spirit the UN has articulated a unified vision in its new United Nations Development Assistance Framework 2010/2014 which states that it “seeks to support the capacity of Uganda to achieve the national development plan, with focus on equity and inclusion, peace and recovery, population and sustainable development.

Equitas International Human Rights Training Program: The International Human Rights Training Program is a three-week participatory training on human rights education conducted around June of every year for human rights educators.

The training is conducted in Montreal, Quebec, Canada.

The annual three-week training session brings together approximately 120 participants from over 60 countries.

The International Human Rights Training Program (IHRTP) provides a unique opportunity for human rights workers to deepen their understanding of human rights and of the essential role of human rights education in effecting change.

The International Human Rights Training Program (IHRTP) is intended for human rights workers and educators from non-governmental organizations, National Human Rights Institutions, government bodies and educational institutions.

The goal of the International Human Rights Training Program (IHRTP) is to strengthen the capacity of human rights organizations to undertake human rights education efforts aimed at building a global culture of human rights.

The curriculum is based on principles of adult experiential learning in which participants and facilitators engage in a process of mutual teaching and learning.

As recognized by the United Nations: Support includes partial or full costs depending on need basis and available funding.

Submit completed application form, curriculum vitae, letter of recommendation, letter of motivation and copies of certificates and diplomas.
