Workers MP Dr Sam Lyomoki is a free man after court granted him bail this evening.

Lyomoki was ordered to pay 10 million shillings not cash and his sureties will pay 20million shillings not cash.

He has also been ordered to deposit his passport at court.

Mps Gerald Karuhanga, Barnabas Tinkasimire and Muwanga Kivumbi stood surety for him.

He appeared before chief magistrate Margaret Khainza who charged him with disobedience of the law and failure to attend to a police officer as directed.

The case has been adjourned to the 13th of February 2013.

Lyomoki was arrested after he defied police summons to explain statements he allegedly made related to the death of former Butaleja MP Cerinah Nebanda.

As the business community continues to grapple with cash bond issues, the private sector is calling for tax education on non-tariff barriers.

 

Uganda traders

This follows reports that authorities in Kenya implemented a cash bond on goods destined to Uganda, which caused discomfort among the business community in the country but later withdrew after negotiations with Uganda revenue authority

However even after the negotiations cash bonds are still being implemented only on selected goods among them sugar and vehicles of 200cc, a matter that was confirmed by the ministry of trade.

Now the private sector is wondering why cash bonds are being implemented selectively affecting only Uganda in the East African community.

Speaking to Journalists, the Executive Director of Private Sector Foundation Uganda, Gideon Badagawa says there is need to enlighten the public on why these taxes are implemented selectively because it’s affecting the business community

Uganda’s Minister of Trade, Industry and Co-operatives, Amelia Kyambadde has protested to Kenya’s ministries of Trade and Industry threatening retaliatory measures against Kenyan imports to Ugandaif the recent cash bond regulation issued is not withdrawn.

“I have been informed by theUganda business community that Kenya Revenue Authority (KRA), under notice CUS/L&A/LEG/1, has unilaterally decided on a requirement for a cash bond/bank guarantee on transit sugar and motor vehicles of 2000cc and above,” she says.

Kyambadde’s protest letter copied to the Uganda High Commission in Nairobi, warned that Kenya’s action constitutes non-tariff barrier imposed by Kenyan authorities on its transit cargo.

She says that the directive contravenes East African Community Customs Union protocol and decisions reached by the Council of Ministers in March 2012, on removal of non-trade barriers in the community.

“If Kenya needs an instrument to regulate regional trade in sugar and other products, a cash bond is not the instrument to apply,” said Kyambadde.

Uganda Revenue Authority (URA) held closed-door meetings with KRA in Nairobi last week but a mutual solution was not found.

Kyambadde says that most traders inUganda are not able to meet KRA’s new conditions especially the cash bond.

The long business relationship between Uganda and Kenya have finally come to a standstill after the Ugandan traders under their umbrella body, Kampala City Traders Association (KACITA) resolved to suspend using the Kenyan Mombasa port.
The development comes after the introduction of cash bond tax by the Kenyan Revenue Authority (KRA) something that has seen hundreds of containers of goods heading to Ugandaheld at Mombasaport.
Everest Kayondo, KACITA chairperson says that effective from Wednesday traders will start using the Dar el salaam route to Uganda.

The KACITA chairperson says that they will take legal action against Kenya Revenue Authority (KRA) over a directive that they deposit a cash bond equivalent to the value of imported cargo or bank guarantee before clearing their goods.

Last week, KRA directed that all transit sugar and motor vehicle imports, whose capacity exceeds 2000cc, must pay a cash bond equivalent to the value of imported cargo.

People in possession of pangolin (Lugave in Luganda) scales now have all reasons to smile as a kilogramme of its scales costs 2.5 million shillings.

The pangolin scales have a big market in China and India where the manufacturers there use them to make jewelries, ornaments and hand-held weapons. Uganda Wildlife Authority (UWA) Spokesperson Ms Lilian Nsubuga says that because of the high demand for pangolin scales in Asia, China and Europe the pangolin population in Uganda and Africa at large is under threat.

In China and Asia the remains of pangolin population are reportedly used in the manufacture of traditional medicine that prolong a man’s erection, and prolong love.

Pangolins are small, squirrel-size animals whose bodies are covered with big scales which are as hard as ivory, tortoise cell or rhino horn.

In Uganda a kilogramme of pangolin scales costs between 50,000 to 100,000 shillings and at the world market the same kilogramme costs $1,000 (about 2.5 Uganda million shillings).

Ugandan heavy weight musician, Bobi Wine is not in good terms withUgandapolice currently, at least we have been informed.

Sources in police have told our informers that the singer has not paid for the police services which he reportedly hired during his recent music gala which took place at One Love Beach Busabala inKampala.

It is said that Bobi Wine hired police sniffer dogs, and anti terrorism gadgets which he has failed to pay for since last month.

 Efforts to get a comment from Bobi Wine are fruitless. However it should be remembered that Bobi Wine has been enjoying a good relationship withUgandapolice for over a longtime.

It seems Uganda Revenue Authority is copying a seed from National Water and Sewerage Corporation (NWSC). This is because after NWSC closed all its cash offices across the country for electronic payments, Uganda Revenue Authority is also phasing out its cash offices.

Electronic payments are a new phenomenon in Uganda. In fact it was launched in East Africa’s third economy last financial year.

James Odong, one of the commissioners of Uganda Revenue Authority says that their customers no longer need to spend time in line waiting to clear their taxes when electronic payments system is in place.

Odong has told informers and journalists in Kampala that the tax body is implementing modernization initiatives to improve customer services through E payment.
