All is not well in NRM after president Museveni’s blued eyed girl, Dora Byamukama failed to takeover speakership of EALA. It is rumoured that Dora Byamukama was beaten by the rebel NRM members under the umbrella of captain Francis Babu, the former state minister for housing and works.

We are told by sources in NRM that this was done to weaken president Museveni’s influence in the region/ East African Community.

The rebels in NRM successfully allied with EALA members in Kenya, Tanzania, and Mukasa Fred Mbidde’s group from Kampala.

Now we have heard that Museveni is coughing after his boys Kiwanda Suubi of Mityana allied with Buganda caucus to bring in Magret Nantongo Zziwa. Following Byamukama’s political failure in EALA, Museveni has also summoned Kampala Central MP Mohammad Nsereko to explain his role in this whole saga.

MPs who hail from Buganda are set to mediate between Buganda kingdom and central government wrangles. This was revealed on Wednesday when the MPs who represent constituencies in Buganda kingdom paid a visit to the Katikkiro of Buganda, Eng. JB Walusimbi at the Buganda kingdom headquarters in Bulange Mengo in Kampala.

The MPs were led by Mityana North MP, Godfrey Kiwanda, who is the chairperson of the Buganda Parliamentary caucus.

The MPs fromBugandaused the meeting to present the new leadership of Buganda caucus parliamentary team to the Katikkiro of Buganda, JB Walusimbi.

The Vice chairperson of Buganda Parliamentary caucus is the Mukono Municipality MP Betty Nambooze; Secretary is Nalongo Bugembe while the treasurer is Deogratius Kiyingi.

President Museveni has convened another meeting of the NRM legislators’ caucus at State House Entebbe in a bid to save the Bank of Uganda governor, Tumusiime Mutebile. The first meeting took place on Thursday last week.

During last Thursday’s meeting NRM MPs were divided over exonerating Tumusiime Mutebile for his role in the 142 billion shillings compensation to city businessman Hassan Bassajjabalaba.

The NRM MPs argued that they would not accept to be swayed by the president and would stick to the parliament’s recommendation that Mutebile be personally held liable for his commissions and omissions in the Basajjabalaba saga.

Museveni on Thursday pleaded with MPs to spare Mutebile reasoning that while Mutebile erred in not consulting, he technically committed no offence under Ugandan laws.

Museveni says that whereas Mutebile never consulted him before making the commitments, the MPs need to save him for the sake of the economy. Museveni says that Mutebile has for a long time been without blemish so the MPs should spare him.

President Museveni today (Friday)  met with the members of the Public Accounts Committee over Bank of Uganda Governor Emmanuel Tumusiime Mutebile’s future as governor bank of Uganda.

The meeting followed yesterday’s National Resistance Movement (NRM) caucus meeting in Kampala which failed to agree over the future of Mutebile in bank ofUganda. The MPs were invited for the meeting by the NRM secretariat on Kyadondo road. The meeting took place at State House Entebbe in the morning.

The NRM MP caucus which sat in Kampala failed to agree on whether to support Museveni’s position to exonerate Mutebile in the Hassan Bassajjabala compensation saga.

We are told that Museveni requested the MPs to reverse the PAC committee’s recommendation that Mutebile be personally held liable for his commissions and omissions in Basajjabalaba’s compensation saga.

Members of opposition are now free to start attending NRM closed door meetings if they so wish.

A source in NRM parliamentary caucus has intimated to us that the supporters of DP, FDC, UPC, JEEMA and PPP among other opposition party are free to go to Kyankwanzi when the president summons NRM cadres to go there.

Kampala Central MP, Medde Nsereko says that when NRM summons its cadres for meetings, they use public facilities so any member of the public can also go since the facilities used are owned by all citizens.

MP Nsereko is considered in NRM circles as an opposition element who contested for parliament on NRM ticket.

The Prime Minister, Amama Mbabazi has defended the group of independent MPs who attended the NRM caucus meeting at Kyankwanzi close to a month ago.

Aruu County MP, Odonga Otto

Aruu County MP, Odonga Otto yesterday filed a petition before the Attorney General’s office, seeking to call for 17 independent MPs to be thrown out of Parliament.

The MPs’ woes stem from their attendance of a retreat of NRM MPs at the National Leadership Institute in Kyankwanzi over two weeks ago.

 

Speaking to journalists at Parliament, Otto contended that the legislators breached the contract with their voters by being involved in party activities yet they were sent to Parliament on no political party card.

The independent MPs recently attended the caucus called by the NRM leadership to discuss several issues, among them the special oil debate.

Speaking to the media at Parliament, Prime Minister Amama Mbabazi dismissed the claims that the independent MPs had been influenced to change their decisions made during the special oil debate, calling for the resignation of three ministers implicated in alleged corruption deals in the sector.

 

Mbabazi says the retreat was open to all and not the NRM party since several speakers made meaningful presentations on different issues.

Last year, 70 MPs, among them 8 ministers, lost their seats after the constitutional court ruled that the MPs vacate their seats for choosing to join other parties different from those to which they were elected to parliament.

Ndorwa west MP David Bahati has cautioned fellow Members of Parliament against being confused by their political party caucuses and colours.

According to MP Bahati, despite having numerous caucuses in parliament, fellowship with God; code named as ‘Caucus of God’ is the strongest which shall continue to bind legislators together.

Bahati was speaking as organizing committee chairperson of the Inaugural dinner for Members of Parliament at Sheraton hotel.

He says the caucus of God has helped very many MPs belonging to different political parties not to attack each other during debate in the House and therefore uniting them.

At the dinner attended by several MPs from all political parties, Bahati used the opportunity to invite legislators to pray together for at least an hour every Thursday so as to strengthen their unity in God.
