MPs the on Legal and Parliamentary Affairs Committee have questioned  the independence of Electoral Commission on the decision they are making in as far as general elections of 2016 are concerned. Members, while meeting officials from Electoral commission led by its chairman Eng Badru Kuggundu, observed that the manner in which the Commission is handling the matters of Elections shows that they are not independent as per the Constitution of Uganda.
Kibanda County MP Sam Amooti Otanda said the Commission acting in anticipation of the bill before Parliament to halt the nomination of the Lord Mayor is unfortunate and unconstitutional and clearly puts the independence of the Commission in question. The Commission Chairman Eng Badru Kiggundu tasked any person who accuses the commission of being in bed with government to produce evidence saying the Commission is independent and cannot be subdued by anybody.
Tough talking Kiggundu who had appeared before the Committee to shade light on the road map to 2016 election assured Ugandans that they will remain independent as provided for in the Constitution of Uganda.

The Parliamentary Committee on Legal and Parliamentary Affairs has grilled officials from Electoral Commission over the decision to  abandon the national voters’ register and opt for data collected during the National Identification project.
According to the committee chaired by Stephen Tashobya, the Electoral Commission was given money and is legally mandated to collect data to form the voters’ register but it decided to copy and paste data from the National ID project done by Ministry of Internal Affairs.
The Chairperson of the Electoral Badru Kiggundu told the committee that commission had already extracted the data to form a Voters’ register and that the ‘register’ is now being updated at parish level across the country.
  
This revelation however, attracted furry from members who protested that the National ID data is full of mistakes and not everyone was captured during that exercise.
 
The members who included among others Kabakumba Matsiko, Medard Sseggona, Abdu Katuntu and Yona Musinguzi want the EC to explain why it abandoned its original register to adopt data obtained during the National Identification Project.
