The Makindye Magistrate’s Court has struck off the charge of supplying restricted drugs off the charge sheet in the case against Adam Suleiman Kalungi.

This is after lawyers representing Kalungi, the key suspect in the death of Butaleja Woman MP Cerinah Nebanda raised queries over the charge sheet.

Led by Mcdusman Kabega and Yunus Kasirivu, the lawyers argued that the charge of supplying and dispensing restricted drugs does not indicate the dates when the said drugs were supplied.

The lawyers also point to the fact that the charge sheet does not state who received the drugs or which specific drugs they are.

The Chief Magistrate Esther Nambayo agreed with the lawyers and has struck the charge off the charge sheet.

Kalungi now faces charges of man slaughter and unlawful possession of narcotic drugs.

He has however declined to apply for bail for fear of being re-arrested but his co-accused persons are currently applying for bail before the court.

The case has now been adjourned to February 5th when the Magistrate shall rule on whether or not to grant the five suspects bail.

The police says it is still processing the case files of the two MPs arrested early this week in connection with the death of Cerinah Nebanda.

The two are Chris Baryomunsi and Mohamed Nsereko for Kinkinzi East and Kampala Central respectively and are currently under police custody.

The police Deputy Spokesperson Vincent Sekatte has told journalists that the files are yet to be taken to be the DPP for perusal before they can be produced in court.

The MPs and five others still at large face charges of inciting violence and connivance to smuggle human body parts out of the country.

Meanwhile five other members of parliament are still expected to appear before the Criminal Investigations Directorate to explain their involvement in the alleged attempt to smuggle human body parts out of the country.

Thye are Emmanuel Dombo, Medard Bitekyerezo, Sam Lyomoki, Theodre Sekikubo, and Betty Namboze over utterances made in connection to the death of Cerina Nebanda, the former woman MP for Butaleja.

They are jointly accused with Dr. Sylvester Onzivua, a Mulago hospital pathologist who had been hired by a team of parliamentary doctors to carry out independent investigations on the cause of Nebanda’s death.

Onzivua who was earlier released on police bond is expected to report back at the SIU for further interrogation tomorrow.

 Kampala Lord Mayor Elias Lukwago has issued a 2 weeks ultimatum to council to find a solution to the continued absence of the executive director from council meetings.

Speaking during a council meeting today, Lukwago said that it’s unfortunate that the executive director continues to absent herself from the meetings with no genuine reason given.

Lukwago says he will be forced to send the councilors on a recess if the trend continues.

A committee led by the Deputy Lord Mayor Suleiman Kidandala has also been formed to engage the minister in charge of presidency about the matter.

The Executive director Jennifer Musisi has made it clear that she will not attend any meetings until the minister in charge of Kampala advises on her role in such meetings.

In politics every person is important. Makerere University councilor Bernard Luyiga is now full of smiles after the president general of the Democratic Party (DP) Norbert Mao appointed his party’s special envoy in charge of universities.

Luyiga formerly a member of DP made an alliance with NRM councilors at Kampala City Council in a bid to become the deputy Lord Mayor. His actions politically shifted him from DP to NRM, at least in the eyes of political analysts.

Luyiga even went ahead and acquired police body guards. The people who may have queries’ on this issue (of gun) should ask Kampala Lord Mayor Erias Lukwago. But Luyiga’s critics have been baffled after Mao appointed him the DP envoy in charge of Universities. Luyiga we hear has already accepted the appointment. Luyiga however denies reports that he crossed to NRM. He says it is only Lukwago’s questionable leadership in Kampala what makes him (Luyiga) to support NRM plots against Lukwago.

Soon and very soon the hunter might become the hunted. The members of opposition parties inUgandahave asked the High Court to put the Kampala Metropolitan police commander, Andrew Kaweesi on the charge sheet of people facing murder charges over the death of the former inspector of police, John Bosco Ariong.

Ariong was killed last Wednesday when police was beating and firing bullets and tear gas into the crowds of people who were escorting Kampala Lord Mayor, Erias Lukwago and opposition leader, Col. Kiiza Besigye.

Following the death of Ariong the police there after arrested Col. Kiiza Besigye, Erias Lukwago, FDC supporters Harold Kaija, Robert Kavuma, Mohammed Ssebugwawo, Hanifah Nakitende, Abdu Mutwalib Kayondo, Malik Nsubuga, Ismail Kirya and Hajj Twalib Kakande, and Catherine Ddembe.

Over 600 opposition members were arrested and locked up in torture chambers. Many of the suspects like Dembe Catharine and others were beaten to near death and they are still admitted at different hospitals inKampala.

We hear some of the suspects died. But the people inKampalaask where is Kampala Metropolitan police boss Andrew Kaweesi on this Charge sheet because he was with Dr. Besigye at the time Aringo was hit with a stone on the head and died.

Radio Simba FM (Uganda) has pioneered a new technology that enables people (Ugandans in US) to listen to Radio Simba FM using their mobile phones by dialing 712-432-2360.

Sections of Ugandans in USA who have dialed this number testify that it works and it’s clear. The service is for free day and night and it doesn’t require data connection.

Police have reshuffled the Directorate of Criminal Investigations (CID) detectives from different parts of the country (Uganda).

The message about the reshuffle was issued yesterday by the Inspector General of Police, Lt. Gen. Kale Kayihura.

The list of new CIDs is as follows: Charles Birungi (CID in charge of administration), Dennis Odongpiny (in charge of economic crimes department), Simon Kuteesa (CID official in charge of Media Crimes), Charles Kataratambi (CID official in charge of Anti narcotics Department), Moses Binoga (CID Special Investigations Unit), Stephen Otim (CID commander for Kampala Metropolitan Police).  

Other CIDs on the new list are CID director Grace Akullo, Police Superintendent Fred Enanga, and Assistant Police Superintendent Beata Chelimo of Aviation Police.

Hundreds of shops in Kampala, Mityana, Masaka and Mubende district have been closed as traders under their umbrella association of Kampala City Traders Association (KACITA) started their three-day sit down strike protesting against high interest rates charged on loans by commercial banks.

The commercial banks operating in Uganda charge over 27% on loans. Our reporters in Mityana, Kampala and Mubende among other districts have told us that most of the shops in Kampala and other districts have not opened today amidst the government requests to them to open the shops.

The spokesman of Kampala City Traders Association (KACITA), Issa Sekitto has told us that they will continue with the strike for the next three days until the government directs commercial banks to reduce the interest rates. The government deployed soldiers to threaten traders not to open shops in vain.

 We have intercepted crucial information that the judiciary’s week long integrity tour will cost Ugandan taxpayers 800 million shillings.

A source in accounts department in the judiciary informed us yesterday that the money is supposed to meet the transport costs, accommodation and feeding of the members of the judiciary Integrity Committee who are on the national wide tour to collect information affecting the services of the judiciary.

 

The tour started on Monday October 31st. The judicial spokesman, Erias Kisawuzi says that this exercise is conducted annually. He says that every year the judiciary sends five teams to move around the country to gather public views on the weakness in administration of justice among others, and how the third arm of government can improve its services.

According to the programme, the judiciary has assigned Supreme Court judge, Jotham Tumwesigye to head the western region, Justice Augustine Nshimye to head a team going to northern Uganda, Judge Wilson Musene is in charge of Eastern region and Justice Akiiki Kiiza is in charge of Buganda.

Several humanitarian reports have been citing the judiciary as one of the most corrupt institutions in Uganda followed by the police, Uganda Revenue Authority, district service commissions and Umeme among others.
