The Chinese government has agreed to a proposal submitted by the Ministry of Education, Science, Technology and Sports seeking for 30.8 billion shillings to enable introduction of Chinese language in Uganda’s education syllabus. This language, according to the plan, is supposed to be taught in all secondary schools in the country.

This development is contained in a letter addressed to President Museveni in which the Ministry, headed by the Minister of Education Jessica Alupo, wrote to the president briefing him on various engagements the Ministry has had with Chinese and Korean governments. The letter dated June 10/2015 signed by Alupo, indicates that on 26/5/2015, the Minister travelled to China with a team of Ugandan technocrats where they met with the management of Confucius Institute [China].

The Alupo-led delegation presented a draft proposal seeking for a grant of 30.8 billion shillings from the Chinese government to facilitate the introduction of the Chinese language into the country’s education system at secondary level. The same minister asked for support to the National Curriculum Development Centre (NCDC) and  China agreed to all these requests, adding that the same country gave Uganda five (5) scholarships of a core team of people to learn the Chinese language in China who upon return, will act as master trainers.

The same China offered Uganda more in-service teachers of Chinese language at Makerere University Confucius institute in addition to offering Uganda a team of Chinese teachers to kick start the teaching of Chinese in Ugandan schools as a pilot, in addition to donating instructional materials in teaching and learning Chinese and also opening up regional  Institutes in Uganda.

Face Technologies, the company in Uganda the government contracted to produce and issue computerised driving permits to all drivers in Uganda has bought tablets from China it intends to use to eliminate forged driving permits.

Face Technologies has already equipped Uganda Traffic Police officers with these tablets called (Samsung Tablets). The tablets are capable of linking to the computerised driving permits database of Face Technologies using mobile phone network system.

The traffic police officer may enter the permit number on the tablet, and immediately a connection is made with the Face Technology database.

Because most fake electronic gadgets, domestic items and clothes indicate that they are made in China, very many people in Uganda and Africa at large conclude that everything produced in China must be ‘fake.’ So the description ‘Made in China’ is synonymous with fake products. Therefore the Chinese government still has a long journey to change this prejudice.

When you visit African cities like Kampala, Nairobi, Dar es Salaam, Johannesburg and Lusaka the myth there about consumer electronics on the market suggests that products manufactured in China have lesser value than those made in Europe and America.

The myth started in late 1990s when low quality cheap Chinese goods started being dumped in Africa, and consequently overran high quality goods from German, Italy, USA, England, Japan and Austria among other developed countries.

Most people in Africa know Chinese as people who make very cheap devices that can hardly last for six months.

In the minds of most Africans no one is expecting quality products from China. Even if the Chinese wanted to produce quality products today, most people in Africa and around the world would think that they are fake. But China is one of the countries in the world which have all the necessary technologies, expertise and designers needed in the production of high quality products.

The most common Chinese fake goods are watches, phones, fridges and radios. The manufacturers of fake Chinese products like phones have interesting marketing strategies. They copy the designs and brand names of an original product. For instance, a Chinese can produce Sumsung for Samsung or Nckia for Nokia. Other Chinese companies dealing in fake products can even be bold enough to print Nokia on the phone using a different font. Buy a phone that looks like an original Sony Ericsson, turn it on and hear a strange Chinese techno ringtones. Then scroll through its operating systems and see poor English grammar and spelling mistakes.

I. Details of the Scholarship

Chinese Government Scholarship scheme is established to provide full scholarship and partial scholarship to international students.

Ocean University of China (hereinafter referred to as the University or OUC) is authorized to administer the recruitment of the international government scholarship students who will study in the University.

A. Full scholarship

The Scholarship includes:

1. Tuition

2. Accommodation on campus (Note: water and electricity fee should be afforded by the student him/herself)

3. Monthly Living allowance:

  • Master degree students, scholars: CNY 1,100 yuan per month;
  • Doctoral degree students, scholars: CNY 1,400 yuan per month;

4. Medical insurance based on the stipulated insurance articles;

B. Partial ScholarshipAwarded are one or some items of the full scholarship (one-off settlement subsidy and one-off inter-city travel allowance not included).

II. MBA program in English

1. Study Duration; From One and half year to Three years

III. Eligibility

1. Applicants must be non-Chinese nationals in good health.

2. Education background and age limit.

  • Applicants for master degree studies must have bachelor’s degree and be under the age of 35.

IV. Application Materials

The applicants must fill in and provide the following materials truly and correctly (in duplicate).

1. Application Form for Chinese Government Scholarship (printed by CSC, – one original and one photocopy, in Chinese or in English.

2. Notarized Copy of bachelor’s degree.

If applicants are university students or already employed, they should also provide relevant documents to prove.

Documents in languages other than Chinese or English must be attached with translations in Chinese or English.

3. Original transcript (or a notarized copy).

Applicants for Master degree program or Doctoral degree program need to provide Original transcripts (stamped by the university).

Transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.

4. A study or research plan in Chinese or in English (no less than 500 words/2 pages).

5. Two letters of recommendation.

Applicants must submit two letters of recommendation in Chinese or English by professors or associate professors.

6. CV – The CV is to introduce your education background, your experience or your publication in relative research field done before.

7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months, please refer to the attached file 2) filled in English.

The medical examinations must cover all the items listed in the Foreigner Physical Examination Form.

Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid.

The medical examination results will be valid for 6 months.

All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

The original Foreigner Physical Examination Form will be certified by the local authorities.

In the case of failure to pass certification, a new physical examination must be done at the stipulated hospitals.

Scholarship Program: China Government Scholarship ‘Nanjing University Master and PhD Program”

Course Level: Masters and PhD Degree Program Scholarship Taken at: Nanjing University, China

Scholarship Description: Chinese Government Scholarship is a scholarship set up by the Chinese government to facilitate students and scholars from all over the world to conduct their study and research in Chinese universities. The scholarship aims to increase the mutual understanding and friendship between people of China and people from the rest of the world and to develop the communication and cooperation between China and the rest of the world in the field of Education, Technology, Culture and Economics.

Qualification:

1. Academic Background: Applicant must have completed a four-year undergraduate degree for master degree pursuer and a master degree or equivalent for PhD degree pursuer.

2. Chinese Language: Applicant must be willing to learn Chinese language, if applicable, and receive education in Chinese language.

3. Health: Applicant must be mentally and physically healthy.

*Students currently studying in China are not applicable. Students who have been granted for other Chinese scholarship or funding?2012-2013? are not applicable.

Open for International Students: Yes

How to Apply

Applicants must log on the on-line application system to do an on-line registration and application [laihua.csc.edu.cn]. After fill in the application form on-line (facility code for Nanjing University is 10284), applicant must click the “submit” button and print out application from the application system. After the on-line application is complete, applicants must submit the following documents to the Scholarship Coordinator (address below) by the required date. The submitted documents will not be returned.

(1)?Printed Applicationform with recent photograph

(2)?Certified true-copy of Academic transcript and Diploma of highest degree obtained (English Translation is need if transcript and diploma were in language other than Chinese and English)

(3)?Two recommendation letter from adviser/professor of the last school attended

(4) Medical certificate (Download)

(5) Printed “Code for International Scholarship Students of Nanjing University” with applicant’s signature. (Download)

The above documents must be written in English. Any document written in any other language must be attached with an English or Chinese translation.

Application Deadline:

Applications are accepted from October 15th 2011 to December 15th 2011

Notification of successful applicants will be posted on the official web site of the Institute for International Students Nanjing University in March 2012.

School year starts from 1st of September, 2012.
