Forum for Democratic Change’s (FDC) National party mobilizer, Maj. Gen. Mugisha Muntu and Budadiri west MP, Nandala Mafabi, who between the two is a potentially better choice of leader for FDC members and Ugandans at large?
Let us take note that it is only when someone is campaigning for Class Monitor or Head Prefect in a school that pupils and or students may not ask what s/he has done in order to demonstrate his/her ability to do what he/she is pledging to do for electorates.
 But at the level of a Party President, potential for great leadership must not be explained or spoken about but rather illustrated and demonstrated clearly for everyone to see. In case of FDC, the two candidates in the race to replace Col. Kiiza Besigye as party president, that is Gen. Muntu and MP Nandala Mafabi must explain their capacities, will and dedication to doing what they want to do.

Muntu is good in military affairs, international affairs and mobilization and his records explain this. He has been the FDC National mobilizer and a member of East African parliament for over 10 years and his performance, no question, it has been good.

If it is instilling accountability in the party and discipline on party members, the records of Muntu and Nandala Mafabi speak it out. If it is raising funds for the party, Muntu’s records explain it. Whatever Muntu suggests doing for FDC at the level of party president, his records show it, not words. So how do Muntu and Nandala Mafabi measure against each other in this race of FDC party president?

The Kampala Capital City Authority (KCCA) Executive Director, Ms Jenifer Musisi has vowed to forcefully evict taxis in Kampala over failure to accept to pay the contested 120,000 shillings to the council.

She says that the commuter taxi drivers have no choice but to pay the 120,000 shillings if they want to remain in Kampala. Ms Musisi says that she will not be moved by the strikes the taxi drivers stage. The taxi drivers suggest that they are capable of paying only 70,000 shillings to the council.

Ms Musisi says that the request of the taxi drivers is unacceptable and whoever doesn’t want to pay 120,000 shillings should better leave the taxi business.

The KCCA director says that the council will impound all the taxis whose owners have not paid the tax rates.  Ms Musisi says that the new taxi fees will be enforced by UTODA and the interim taxi management committee.

Doctoral Scholarships for Developing Countries: As one of its contributions to development co-operation, K.U.Leuven offers each academic year scholarships to deserving students from developing countries to do their PhD in the largest university in Flanders, Belgium.

Also commonly referred to as the IRO scholarships (IRO in Dutch stands for Interfacultaire Raad voor Ontwikkelingssamenwerking), this scholarship programme has supported more than sixty PhD graduates over the past five years.

Essential to the application for the IRO scholarship and to completing a doctoral programme successfully is the choice of a good doctoral research topic and supervisor.

New applicants are now provided two alternatives: either by selecting amongst the priority research fields offered by the doctoral schools or by submitting their own personal research proposal.

K.U.Leuven, which is situated at about 20 kilometers from Brussels, the capital of both Belgium and Europe, is the oldest university of the Low Countries.

As such, it has a long-standing tradition of hospitality towards students and scholars from abroad.

At present, almost 4,000 international students (about 10% of the total number of students at K.U.Leuven) have found their home away from home in Leuven.

The scholarships are only granted for doctoral or pre-doctoral programmes. Scholarships for a pre-doctoral programme are awarded for only one year.

The scholarship may be converted into a scholarship for doctoral studies, thus extended for 4 more years, on the condition that you pass the pre-doctoral programme with distinction and are admitted to the doctoral programme.

The maximum period for which you may be awarded a scholarship is thus 5 years: 1 pre-doctoral year and 4 doctoral years.

The scholarship is renewable each year and its renewal depends on the annual evaluation by your supervisor.

Danish Government scholarships: Danish higher education institutions receive a limited number of government scholarships each year to fund highly qualified full-degree students from non-EU/EEA countries.

In order to be eligible for a scholarship you must be:

  • a citizen of a country outside the EU and the European Economic Area
  • enrolled in a full degree higher education programme
  • granted a time-limited residence permit in Denmark due to education

The scholarships are administered by the higher education institutions, who individually decide which students are selected to receive a scholarship.

For further information about the government scholarship, please consult your chosen higher education institution’s admission details.

Please note: the government scholarship consists of two parts and can be given as full or partial tuition fee waivers and/or grants towards covering your living costs.

However, as the scholarships are administered by the individual institution, you should enquire about further details at the higher education institution of your choice.

Intensive Language Course in Germany Scholarships: DAAD offers grants to graduate students at North American universities to attend 8-week intensive language courses at leading institutes in Germany.

The scholarship of €1,300 includes tuition, accommodations (arranged by the host institute), and a cash allowance for meals and incidental expenses in full or in part, depending on the choice of location and accommodations.

DAAD will provide health and accident insurance as well as a travel subsidy of €210.

Scholarship recipients are expected to devote their full attention to the course and may not concurrently undertake individual research. A written report is requested within four weeks of the end of the course.

Scholarship Application Requirements:

  • Scholarships are awarded to students currently enrolled full-time in a graduate program in all fields of study except English, German, or any other modern language or literature.
  • Applicants will be assessed on the basis of their academic record and statements of projected academic and professional future.

Foreign nationals are eligible if they have been full-time graduate students at a US or Canadian University for at least one academic year at the time of application.

Applicants who have received a DAAD summer language grant in the past three years are not eligible to apply.

Deadline: November 15.

Complete applications should be sent to the DAAD New York office. Applications postmarked November 15 or earlier will be accepted.

Application to US Universities and Colleges: American universities are diverse and the education sector is enormous. Application to US universities and colleges is a complex process.

If you are thinking about going to the United States to study, begin your preparations at one year before the date you plan to begin your studies.

The academic year in US universities begins in August/September and ends in May/June. There are over 3,000 accredited colleges and universities in the United States.

Many universities have more than 20,000 students. Some small colleges have fewer than 1,000 students. Courses vary from two-year associate degrees to research-based doctoral programs.

To make an application:

  • Pick up to five colleges or universities
  • Contact these institutions and ask an international student application packet.
  • Register for the required admission tests.The deadline for registration of most tests is normally six weeks before the test. It can take up to a month for the colleges/universities of your choice to receive your results.
  • Undergraduates are required to take Test of English as a foreign language (TOEFL) and sometimes the Scholastic Aptitude Test (SAT). Graduate students may need to take the Graduate Record Examination (GRE) or Graduate Management Admission Test (GMAT). These need to be taken before October of the preceding year.
  • From the application pack, you receive; select about three universities/colleges. Make applications to these universities by October and latest December of the year preceding that which you wish to begin your studies. Be sure to check the deadlines applicable for the individual university/college.

Masters in Special Education Needs Scholarships: The Erasmus Mundus Masters in Special Education Needs Scholarships are for study in UK, Czech Republic and Netherlands. This one year Master’s programme focuses on Special Education Needs (SEN) within Europe and beyond.

It is conducted by a diverse consortium of European universities: Roehampton University, London (UK), Charles University, Prague (Czech Republic) and Fontys University of Professional Education, Tilburg (the Netherlands).

Students will study in London and Utrecht, or London, Utrecht and Prague, according to their choice of optional modules and dissertation topic. The course is made up of compulsory and elective modules.

All students will study research methods, investigate international perspectives in professional educational practice and write a substantial dissertation.

Students will also study for one or two modules on the topic of “inclusion”, in either the Netherlands or the Czech Republic. Appropriate prior learning may also be accredited in place of one module.

If you thought the Nabagereka (queen) of Buganda Sylvia Nagginda is not happy because her husband, Ronald Muwenda Mutebi II, who is also the king ofBugandakingdom fathered a son outside wedlock you better read this.

 Nabagereka says that it is normal for an African man to produce children from any woman of his choice but it is a taboo for a woman to produce outside marital bed.

Nabagereka says that the people who have been over the radio alleging that Nabagereka is not happy because the Kabaka got a child from another woman should stop misleading Ugandans.

“I love my husband the Kabaka of Buganda, I love the new prince he has fathered, and I love all the children my husband has and I also love all the children inBugandaandUganda,” a source in Bulange Mengo quoted Nabagereka as saying. Nabagereka says that she knows that her husband producing many children, especially boys assures continuity of the royal family.

Nabagereka says that the news of Kabaka Mutebi getting a child did not surprise her because the Kabaka had already briefed her before the matter went public.

The name of the new prince Kabaka fathered outside wedlock is Richard Semakookiro.

Born again Christians across the country whose names don’t have meaning that praises God have chosen new names which have deep meaning in the Christian doctrine.

We have been informed that many born again Christians have dropped their meaningless traditional names in favour of names such as Divine, Mercy, Grace, Muwanguzi (winner) among others.

The head of the born again faith in Uganda, Pastor Joseph Serwadda says that their members have not changed their names today; the process has been going on for the last so many years.

Serwadda says that born again Christians don’t need the government to first allow them to change names. He says that in their faith a believer can drop a certain name and pick another of his/her choice.

Speaking to informers in Kampala today, Serwadda however explained that the born again Christians who need to change their names legally are free to go to the courts of law and do so.

It is hard to believe that Mukono Municipality MP, Betty Nambooze and Kampala Lord Mayor Erias Lukwago are no longer friends. Gone are the days when Lukwago and Nambooze were moving together as if they were husband and wife.

We have been reliably informed that currently when Nambooze brings an argument Lukwago openly fights it. The bad meat between Nambooze and Lukwago started during the appointment of the Deputy Mayor.

Sources say that Nambooze had requested Lukwago to choice a catholic and an opposition councilor to be the deputy mayor since Lukwago was a Muslim.

The development came after the Democratic Party requested Lukwago to appoint Sulaiman Kidandala as the deputy mayor ofKampala. Nambooze argued that her resistance was not to rebel against the decision of the Democratic Party but she only wanted Lukwago to balance religions. Lukwago accepted and brought two names before the councilors to approve one of them to be the deputy mayor. That was the name of Luyiga and that of Kidandala.

When the councilors pressed him to give them one name for them to approve, Lukwago dropped that of Luyiga and gave them Kidandala. The furious Nambooze went out of the hall, jumped into her car and drove off. And this could explain why Nambooze announced to campaign for an NRM candidate in Luweero woman MP race while Lukwago declared to support the DP candidate in the race.
