A senior police officer, Anatoli Mulekyewa has revealed that their force tortures civilians in order to please the ruling government.
The officer was speaking at the closure of a one day human rights workshop organised by Hurinet -Uganda in Nkumba University, Kampala.
 Mulekyelwa when he was put to task to explain to the participants about the democratic policies and the ‘nrmisation’ of the police force, he confessed that he serves the ruling NRM government and he has a duty of sheepishly defending it.
The participants were also taken through the anti-torture act and the proposed weird public order management bill which is currently before Uganda parliament.

People in their hundreds have besieged Buganda Road Court premises. The people stormed the court premises to hear by themselves the charges the government accuses opposition leader Col. Kiiza Besigye, Kampala Lord Mayor, Erias Lukwago, Kampala woman MP, Nabillah Sempala and FDC woman leader, Ingrid Turinawe.

The government accuses Besigye and group of organising an illegal assembly invKampala last Wednesday in which an assistant inspector of Police, John Bosco Ariong was killed.

The policemen have been seen exchanging bitter words with civilians inKampalaas they drove to Buganda Road Court in a procession chanting opposition slogans and V signs.

Police spokesperson Asuman Mugenyi says that the police blocks peaceful processions by opposition politicians because sometimes they degenerate into chaos; leading to riots, loss of lives and damage to property. Large groups of civilians have been overheard cursing present Museveni’s military regime.

Many of the civilians at theBugandaroad court wished Museveni hell and Besigye all the good things on earth. Asuman says that the police will continue to break down assemblies by opposition leaders.

It seems police violence and brutality on members of opposition parties has caught the international eye. This is because the United Kingdom (UK) minister in charge of Africa Henry Bellingham has asked president Museveni to curb the police violence on civilians. Bellingham is in Uganda’s capital city Kampala on an official visit.

He jetted into Uganda on Monday and today he has held talks with Ugandan president Museveni. On Wednesday Bellingham will visit Singo military school to see by himself whether the funds UK has been channeling to Uganda for military developed has been used properly.

A source that over heard the details of the meeting Bellingham held with President Museveni, intimated to us that the UK minister asked president Museveni why there is too much demonstrations, police brutality, corruption, lawlessness, land grabbing and reported cases of vote rigging in Uganda.

Bellingham reportedly asked Museveni to control acts of violence his soldiers and police commit on civilians because such acts one day might force the International Court of Justice to probe the leaders of Uganda.

Members of Activists for Change (A4C) are nonviolent. So we condemn all violence and perpetrators of violence in the country.

Those policemen and army men in police uniform who attack unarmed civilians during A4C rallies and provoke violence are strongly condemned by the A4C leaders.

Anne Mugisha, one of the A4C leaders says that the Police should act responsibly and exercise restraint when controlling crowds of people tired of Museveni’s rule.

She says for police to beat up unarmed civilians with batons and sticks and violent arrests of popular opposition leaders do not promote peace in Uganda.

Violence begets violence and A4C condemns it in the strongest terms. Anne Mugisha says Police should act fast to arrest its violent officials instead of arresting nonviolent peace loving activists.

Cardinal Emmanuel Wamala has asked the members of the police force to respect the uniform they put on and the civilians whose tax the government uses to buy policemen uniforms.

Preaching in the morning mass at Rubaga Catholic Cathedral in Kampala today, the cardinal told the policemen to respect the constitution of Uganda, other laws of Uganda, inherent human rights, Police ethics and the pips on their shoulders.

The Cardinal says that it is unholy for police offices to receive bribes, mistreat suspects, and grab peoples’ property. He says it bad for the police to put allegence to president Museveni.

Cardinal Wamala says it is better for the police to remember that allegiance is to Ugandans and not president Museveni.

The suspended Director of Kampala Capital City Authority in charge of Physical Planning, George Agaba has been remanded to Luzira Prison today evening over murder.

He has been remanded to Luzira after his bodyguard Santos Makmot was charged with similar charges two days back. Makmot was arrested over reported shooting at civilians and killed one male person in the due course on Port Bell road in Luzira.

Agaba reportedly ordered Makmot to shoot at people after KCCA was trying to demolish illegal structures from a road reserve. Agaba who appeared before Nakawa Magistrates Court was not allowed to plead to the charge because the court did not have the powers to hear his plea.

He was remanded to prison by Magistrate Gladys Kamasanyu. He will reappear at the same court on February 8 for mention of his case. The court heard that on January 22, at Port bell, Luzira Agaba and Makmot shot to death a man and seriously injured three others.

It looks demonstrations inKampala and Uganda in general is part of the daily menu. Every day there must be a story about people killed in demonstration, or the people police have arrested while demonstrating along the road and on streets. Most of the demonstrations inUgandatake place inUganda’s capital cityKampala.

Most of the demonstrations inUgandaare sparked off over load shedding, corruption, torture of civilians, politically motivated arrests, land grabbing, tribal conflicts and others are a result of differences in political ideology.

Today for instance, the residents of Wankulukuku, aKampalasuburb have today morning demonstrated over road shedding. They threw big stones and tree branches to the police. They sang anti government songs and in the process the police arrested dozens of them. The violent demonstration lasted for not less than two hours.

 The demonstrators said that the prolonged load shedding has made them to incur heavy loses in their businesses. The business community closed their premises and places of work as the police fired bullets and tear gas into the demonstrators.

Lwemiyaga county MP, Theodre Sekikubo says the parliament should amend the constitution in order to have the government officials who reportedly received oil bribe to be charged in the military court martial.

Sekikubo says that probably the corrupt in the government will develop fears and stop miss managing public resources.

Sekikubo says that corruption in Uganda is affecting Ugandans in all walks of life but the corrupt continue to walk scot free. Sekikubo says that civil courts waste a lot of time looking for evidence.

Currently Ugandan civilians can only be tried in court martial under the anti terrorism act, which provides that a civilian found with a gun can be tried in a court martial.

In fact the act says that the state has to produce evidence that the weapon found with a civilian is a monopoly of the Uganda People’s Defense Forces.

Sekikubo also says that even workers at statehouse who are reported to be corrupt should be always tried in court martial to create fear among public officials not to engage in corruption related acts. Recently president Museveni also proposed that the corrupt people should be tried in court martial.
