The council of ministers in East African Community have rejected a proposed legislation that was widely interpreted as a move by Uganda to sell its education colonialism to other countries in the region.

Uganda working through its representative in the East African Legislative Assembly (EALA), Wandera Ogalo thought an amendment of the Inter University Council of East Africa in order to have a unified mode of accrediting higher institutions of learning in the region and create a one stop center for all institutions in the region.

We hear Ogalo wanted the head offices of the council to be based in Kampala. The line ministers from Rwanda, Tanzania, and Burundi led by Kenya’s East African Affairs minister, Peter Munya, disagreed with the amendments.

Uganda had wanted the law to be amended to allow foreign institutions to be accredited at the regional level. However the ministers rejected the proposed close saying that foreign powers could be hiding behind Uganda to impose their education policies and wishes on East Africa.

Troubled by the conflicts surrounding the Kyabazinga ship of Busoga, one of the contenders for the post of Kyabazinga (king), Prince Wilberforce Gabula decided to seek intervention of the Queen of England. He got UK visa and left the country for Britain. He reached there safely and he was welcomed by the authorities in UK.

Gabula on several times requested to meet with the Queen and failed. The Queen we are told would ask who is Gabula or Kyabazinga. The Queen we are informed that she told her officials that in Uganda she knows only two kingdoms: Bunyoro and Buganda. Why? Bunyoro resisted colonialism for over nine years and Buganda collaborated with the colonialists to extend colonial rule across the current day Uganda.

On realizing that there was no possibility for him to meet the Queen, Gabula decided to return back to Uganda. He returned to Uganda last Friday and he was received by Bugabula North MP Andrew Allen.
