State minister for youth and children, Nakiwala Kiyinji, has said government is in the process of reforming the youth livelihood programme to enable more youths benefit from its projects.

Kiyinji in an interview with journalists on Monday August 08, 2016 outlined the new reforms in the pipe line to include, having youth taught on how to invest this money and also staining the enterprises set, setting up offices where they can meet to deliberate on developmental issues at district level, finding markets, how to add value on the produce among other reforms that seek to make this programme more developmental to the target audience.

She further says that cooperatives are also to be reinstated to help on marketing the products at various levels both in and out of the country, adding that more money has also been injected in the programmee to take on more youth.

The new reforms also come at a time when the country prepares to mark the international youth day slated for 12th this month with the national celebrations to be held in Koboko district and are to be graced by President Yoweri Museveni.

The increase in local coffee consumption has also been sighted as a major turning point that could boost the quality of coffee produced in Uganda.

Statistics from the ministry of agriculture, show that Uganda produces approximately 3.5 million bags annually, but only 3% is consumed locally.

It is against this background that Inspire Africa, a civil society Organisation working with coffee development authority has started a campaign to inspire Ugandans on the importance of supporting coffee production.

The campaign was launched on Monday August 08,2016 at the Old Taxi Park in Kampala by Matthias Kasamba the director in charge of Coffee under the Operation Wealth Creation program.

Uganda Cooperatives Savings and credit Union

Over 16000 cooperatives under Uganda cooperatives savings and credit union  today petitioned the speaker of parliament Rebecca Kadaga demanding for the revival  of cooperatives in the country.  Among key issues these demanded included a fully funded ministry for cooperatives that will be addressing their demands, functional structures with qualified staff from sub county to National level, institution of a cooperative fund to support cooperators and institution of a cooperative regulatory Authority that will be responsible for initiating the policies that will guide and run cooperatives, revival of the cooperative bank among many other demands.

Speaking on behalf of the team that presented the petition to the speaker, Twaha Kyaka, who is  the  Business Development Manager  Uganda Cooperatives Savings and credit Union and Jane Amuge business development advisor  of Uhuru Institute called upon all the 5 heads of state of the East African Community to assent to the cooperative societies Bill 2014 that was passed by EALA as this will see cooperative movement take advantage of the opportunities in the region.

On recieving this petition, the speaker of parliament  Rebecca Kadaga notes that it’s a good idea to wake up/ revive  all the cooperative unions in every part of the country where they existed given the developmental role they played amongst members. She assured the petitioners that all their concerns are to be looked into by the 10th parliament though she asked them to remain patient as all the demands can not be fulfilled at once.

The petition has been signed by over 1000 cooperators.

BukenyaThe former Vice President, Prof Gilbert Balibaseka Bukenya, called for the return of a national bank to revive the country’s economic growth. Bukenya who is the MP for Busiro North in Wakiso district said that it was wrong for President Yoweri Museveni’s government to privatize the national bank which could have been used to help poor Ugandans borrow money at low interest rate to improve on their earning.

He further mentioned that the president’s U-turn over privatization is a clear testimony that there was a rash in surrendering the national bank, which used to be known as Uganda Commercial Bank (UCB), to private hands. He noted that most of the countries with prospering economies have national banks.

Bukenya also warned coffee growers against selling raw coffee in a bid to increase on their income. He added that it is better to revive the cooperative unions so as to give a way out to poor people to borrow money from cooperatives as they wait to sell their dry coffee.
