President Museveni has vowed to enact a law of confiscating property of all government workers accused of corruption.

While addressing media houses on Monday at Kololo Independence Grounds in Kampala, the President hinted that he will be in touch with the speaker of parliament aimed at bringing a law that will be discussed in parliament to fight corruption.

He also added that he will also have to engage with the Chief Justice to find way of curbing corruption in courts.

“We shall enact a law that allows us to confiscate property of government officers accused of corruption. I will talk to the Speaker and the Chief Justice to see how to fight corruption in Parliament and the Judiciary,” he said.

The President urged the public to coordinate with the newly State House Anti-Corruption Unit established to be headed by Lt. Col. Edith Nakalema.

He accused a section of public servants particularly the Permanent Secretaries of different government ministries, town clerks, chief administrative officers, sub county chairpersons and parish chiefs of fueling corruption.

“Those public servants who think or feel they are tired of working and promoting integrity should leave. I’m not ready to continue dealing with them. Even the public is also tired of hearing stories about corrupt officers,” he said.

President Yoweri Museveni has promised to deal with the corrupt officials in his new term of government; he gave the warning as he delivered his state of nation address to parliament as he opened the second sitting 10th parliament. He told parliament that his government is going to handle the corrupt officials like the national resistance movement brought discipline in the army.

He described the corrupt people as rats and endangered species that need to be exterminated. He blasted ministers for getting favor from foreigners to complete their hotels and paying fees which is disappointing. The president urged people to struggle to live according to their means, rather than indulging in corruption because it’s disgusting and promised to stamp it out.

In his address he said corruption must be expunged from among the political leaders and civil savants, hand added  it was sad to find the educated people being corrupt.

KivejinjaThe first prime minister and minister of East Affairs Ali Kirunda Kivejinja has warned the young generation against involving themselves in corruption scandals. He made the remarks while officiating at the international Anti-corruption week at the CHOGM grounds in Kampala. He said that the youth can live longer and gain wealth without being corrupt. He  also warned the young generation against demanding much from the old public servants so as they are not tempted to steal public funds to satisfy the demands.
 
The Auditor General John Muwanga says that the Auditor general’s new reports will simplify the work of members of parliament on the accountability committees since the reports will be highlighting the government agencies which are highly abusing public funds in red colour .

The ethics and integrity minister, Rev. Ft. Hon. Simon Lokodo attributes the current corruption acts in the country to apathy among citizens and urges them to denounce the act. Lokodo adds that moral decadency among Ugandans had also taken center stage causing disinterest among Ugandans to fight the vice that has continued to eat up the country. It is upon this matter that the ethics minister now reveals that government is doing all that it can to set up tough laws and agencies to combat the vice.
He further mentions that its only the petty offences of graft that are reported and huge cases are sometimes left out noting that with the setting up of new regulations, this has scaled down as now big corruption cases are also reported and handled.
Uganda being a signatory to the UN anti corruption concession, will on the 2nd of this month be joining the rest of the world to mark the global anti corruption week with a series of activities lined up.

Irene MulyagonjaMembers of Parliament on the Parliamentary committee on Legal and Parliamentary Affairs have quizzed the Inspector General of Government(IGG) Justice Irene Mulyagonja over her failure to catch what they called the big fish stealing public funds and goes for  chicken thieves .
Mulyagonja was appearing before the legal committee to defend the IGG’s budget of 34.2 billion shillings for the financial 2015/16 which was chaired by the UPDF representative Sarah Mpabwa .
The legislators who included the Member of Parliament for Bugweri county Abdul Katuntu, Theodore Sekikubo and Medard Segona  are concerned that the office of the IGG only prosecutes cases of little signifcance and ignores high-profile cases .
The Members of Parliament claim that a lot funds are lost in projects of the Uganda National Roads Authority (UNRA) and Public Procurement and Disposal of Assets Authority(PPDA) yet such cases remain un-prosecuted.

However Justice Irene Mulyagonja still insisted that people implicated in corruption scandals have been prosecuted regardless of their status.
 
The National Youth Member of Parliament Monica Amoding asked the IGG to investigate the stinking corruption in judiciary which is causing public hopelessness in this institution.

Miria Matembe, she is know for being critic of corrupt officials

A proposal fronted by General Salim Saleh asking the Inspector General of Government to offer amnesty to public servants for accumulating illicit wealth has been rejected.

The Inspector General of Government, Ms Irene Mulyagonja, has turned down the said proposal by Gen. Saleh to extend amnesty to public servants who have illicitly accumulated wealth over the years.

Mulyagonja says the Inspectorate of Government (IG) could not adopt . Saleh’s proposals because they “do not fit in the legal, socio-economic, cultural and political environment of Uganda today.”

In an email to Ms Mulyagonja on January 1, Gen. Saleh, who is President Museveni’s brother and senior presidential advisor on military matters, asked the IG to declare an amnesty for all public servants who have accumulated wealth illegally and are willing to “publicly declare their loot”

Kampala City socialite Shanita Namuyimbwa a.k.a. Bad Black returns at the anti corruption department of the high court on Monday next week.

The case was meant to be heard this week but it flopped after the judge handling, Catherine Bamugemereire it did not show up because she had lost a relative.

Bad black is battling fraud and embezzlement charges at the anti corruption court.

David Greenhalgh, Bad black’s former boyfriend and company co-director recently told court that Bad Black failed to account for the company’s money, a claim Bad black denies.

Greenhalgh claims that he opened up a company in September 2010 with Bad Black to deal in real estate business and wired US$2m from the United Kingdom to facilitate the business.

He says that because of his busy scheduled in the UK, he authorized Bad Black to sign cheques and withdraw money from the company’s account in Barclays Bank Garden City branch on his behalf.

Greenhalgh further alleges that in September, 2010, he jointly formed a company with Bad Black. The company, was registered as Daveshan Development Limited. Greenhalgh is also a a manager in Air Services in the UK.

President General of the Conservative Party, John Ken Lukyamuzi told newsmen that President Museveni, whom he called a dictator, has abused his office many times. He says that Museveni who has ruledUgandafor over 26 years caused war in Great Lakes Region, looted goods in Democratic Republic of Congo, and mismanagedUganda’s economy.
Lukyamuzi, who is also the MP for Lubaga South, adds that Museveni abused state funds through Corruption, nepotism, extravagancy, buying teargas and Fighter jets.
He says that Museveni’s ministers have defrauded the state. Some ministers in Museveni’s government such as Amama Mbabazi, Sam Kuteesa, Khiddu Makubuya and Syda Bbumba were recently asked to resign over corruption. And indeed some of the ministers have resigned.

Forum for Democratic Change (FDC) has asked the women of Uganda to tie themselves on trees at the NGO Forum (Kabalagala) head offices in solidarity with the mothers who are caring for children with nodding disease.

The mysterious nodding disease invaded northern Uganda and it has already claimed several lives and dozens of others are admitted in hospitals in critical condition.

The FDC women leader Ingrid Turinawe says that the women should tie themselves as a symbol of the indignity women have had to face as they tie their nodding children to trees in Northern Uganda.

She says that even men are free to join the women in the campaign to untie Uganda from all the ills that have plagued our nation. “Come join us as we declare – no to indignity, to suffering, to corruption, to all the other things that we want to untie our country from. Come to the NGO Forum,” she says.

The hunter has now become the hunted. The Anti-Corruption Division of the High Court on Tuesday will start the hearing of the case in which MP Yokasi Bihande of Bukonzo East is facing embezzlement and fraud charges.

The Court on March 12th 2012 extended the trial of Bihande to Tuesday this week because the MP had lost his sister Margret Bihande. The case is before Justice Catherine Bamugemereirwe of the Anti-Corruption Division of the High Court. MP Bihande is currently out of prison on court bail pending the main trial.

According to the information in court, the Inspectorate of Government alleges that Bihande forged false documents and embezzled 20 million shillings from wit Constituency Development Funds. It is said that the MP committed the offence between 2008/2009 and 2009/10 financial years.
