This follows a group of councilors from Mpungu  Sub County appearing before the committee and accused area politicians Garuga Musinguzi and mp  for Kinkizi East  Dr. Chris Baryomunsi of sabotaging their effort to belong to kihihi ditrict which is supported by most of the leaders in Kanungu district.

kintu noted that political and religious differences are used by people to block the creation of kihihi district .

The councilors from Mpungu Sub County led by their speaker sam Twehangane told the committee that their voters need to be part of kihihi district and leave Kanungu because they do not access services like health service delivery yet the area has a population of 10000 people.

Mps had noted that the same councilors had earlier opposed the creation of kihihi district which is supported  the woman mp for Kanungu district Elizabeth karungi and the prime minister John Patrick Mbabazi but later they changed their mind and are now supporting the creation of this district.

The councilors   accused their fellow councilor Frank Byaruhanga who is opposed to the creation of kihihi district and accused him of being used by mp Dr. Chris Baryomunsi to block the district creation.

The councilors accuse mp Chris Baryomunsi of trying to block the people   of Mpungu Sub County to belong to the new district of kihihi when he is an outsider of the area.

Reliable sources in Kanungu say that political heavy weights are fighting each other in favour and against the creation of a new district basing on political, religious differences and economic benefits.

Kanungu district which is going to be dived for another district was curved from Rukungiri district.

Uganda government cabinet has today tabled before Uganda Parliament a motion that seeks to create more 25 new districts. If these districts are approved Uganda would have 137 new districts.

The sources in the Uganda government cabinet told us that the districts to be created include Kagadi, Kakumiro, Omoro, Namisindwa, Pakwach, Butebo, Rukiga, Rubanda, Kyadondo, Nabilatuk, Bugweri, Kasanda, Bunyangabu, Kwania, and Kapelebyong and Kyotera, Obongi, Kazo, Rwampara, Kitagwenda, Kikuube, Madi-Okollo and Kihiihi.

The sources say that these districts their creation will be effective on July 1, 2012 if Parliament approves the motion as tabled by Local Government Minister Adolf Mwesige.

The minister says that government also plans to create two new districts to be curved out of the current Kasese district after consultations with the district leadership and interest groups on the name, and boundaries.

Sections of Ugandans have named their own country Uganda as the most extravagant country in the world. The development comes just days after a special cabinet meeting approved the creation of 20 more new districts namely Bunyangabu, Butebo, Bugweri, Kagadi, Kakuuto, Kakumiro, Kapelebyong, Kasanda, Kazo and Kilak, Kitagwenda, Kyadondo, Kyotera, Nabilatuk, Namisindwa, Omoro, Pakwach, Rubanda, Rukiga and Rwampara.

The districts have been approved at a time when Uganda’s economy is not doing well, there is no drugs in hospitals, corruption is high, and the inflation is at its apex. The creation of these 20 new districts means creation of more 20 women MP posts, 60 RDCs, 20 Chief Administrative officers, 20 police commanders, 20 DISOs, 20 LC5 chairpersons, and over 800 civil servants. President Museveni captured power in 1986 when Uganda has 25 districts but 26 years down the road Uganda has 135 districts yet the size of Uganda has remained the same.

Ugandans complain that the speed at which the government is partitioning the country into small units called districts is too high. Some opposition politicians like Norbert Mao of DP have been heard in press conferences that if Museveni rules Uganda for more 10 years each sub county, town council, city, division and municipality could be a district.

This came after the minister of finance; planning and Economic Development Maria Kiawanuka Nabasirye failed to convince them on the friendly modalities on how the youth can access funds for job creation.

The mps said that the conditions put for the youth to access youth funds are road blocks for the them to get secure the loans from the banks.

This forced the minister of finance Maria kiwanuka to withdraw the statement and pleaded with MPS to allow her bring another next week signed by the managing directors of DFCU, Stanbic bank and Centenary bank where these banks  do not exist.

Some of the conditions put by banks and government to access youth fund include each youth borrower shall be able to provide employment to at at least four people over loan period ,each youth borrower of the youth fund will be fixed interest rate of 15% on this loan fund lent out until june this year when its reviewed.

Other conditions indicate that each borrower of this fund should demonstrate evidence of having invested at 10% of the loan amount in the business venture and the eligible businesses must have been in operation for a minimum period of three months with a demonstratabale potential to grow. Some mps had proposed that the youth fund should be put in prominent SACCOs where the youths can easily access the funds.

The Lord Mayor ofKampala, Hajji Erias Lukwago has set up a committee to find out how 800 million shillings were used to evict vendors from the city streets.

Lukwago says that there is no way how the KCCA director, Jenifer Musisi Semakula could have used 800 million shillings in evicting vendors. However a source in KCCA accounts department told us that out of the 800 million shillings, only 88 million shillings was used in eviction exercise and the remaining balance cannot be accounted for.

Lukwago says that negative forces fight him wherever he asks for accountability of such public funds. He says that there would be no pothole if the public funds at KCCA were not being embezzled. Lukwago says billions of money disappear in KCCA coffers every single day.

 President Museveni not so long ago told the citizens that the government created the post of city executive director and that of Minister forKampalato fight graft inKampala. However desipite the creation of the above posts graft is on increase in Kampala and in Uganda as general. In fact one can conclude that 85% of the Uganda public officials and civil servants are corrupt.
