Day of African child

As Uganda joins the rest of African countries to commemorate the day of African child tomorrow 16th, Civil society organizations advocating for children‘s rights have asked Government to facilitate the implementation of the just amended child right law as way to promote the rights of children in the country.

Addressing the media at Bravod hotel in Masaka, the child rights advocacy specialist for planning Uganda Jessica Ssenyonjo said  that it’s important for  Government to fund the implementation process and ensure that the  duty bearers are also aware how the enforce the rights of children.

Senyonjo says that Government should specifically focus on the rights of the children in conflict areas as more vulnerable. Lydia Najjemba from the ministry of gender Labor and Social Development who is also the  coordinator of this year’s event says they chose greater Masaka to host this year’s celebrations because they discovered that it had the high rate of child rights abuse and violence.

TaxationCivil Society Organizations have asked Uganda Revenue Authority to exercise total transparency and equity when taxing them. Speaking at a dialogue between URA and Civil Society, the executive director Anti-Corruption Coalition Uganda Cissy Kagaba said URA is being used to restrain organizations that are critical of government. She said that some of the taxes levied on these organizations are not justified yet most of them are working for charity.

However the commissioner internal audit and compliance at URA Protazio Begumisa has dismissed the allegations, saying that CSOs have specific taxes they pay, but many simply avoid them.

Parliament

Civil society organizations under the Anti corruption coalition Uganda have petitioned the parliamentary commission headed by speaker Kadaga calling it to cut the salaries of all those MPs who dodge parliamentary sittings.

In a petition they handed over to one of the parliamentary commissioners also Bukedea women MP Rose Akol by executive director of the coalition Cissy Kagaba , the group say that there is no need for  the commission to continue to pay  MPs when they do not attend the session. She says MPs must be paid according to the numbers of sittings they attend to ensure value for money.

Kagaba says if parliament fails to take action against those MPs who always absent themselves from parliamentary work, then they will ask the people who elected them to represent them to demand for accountability.

While receiving the petition Rose Akol says that parliament is to involve the parliamentary committee on rules , privileges and discipline  so as the order paper always reflects the MPs on sick leave , special duties of parliament and it will include MPs attended each previous parliament sitting to expose those who dodge the parliament sessions.

The chairperson of  the  parliamentary committee on rules , privileges and discipline, Oboth Oboth, says the absence of some MPs affects the regular MPs in house who want to transact work for the country.

The concern by the civil society comes at the time when both the speaker and her deputy are forced to either adjourn or suspend the house business due to lack of quorum to take decision.

Civil society organizations have asked parliament to clean the proposed public order management bill which was tabled before parliament because in its present form is intended to violate people’s rights.

The civil society organizations made the demand a head of parliament public hearing on the public order management by the legal and parliamentary affairs committee this week.

Addressing a joint news conference at hotel Africana in Kampala CSOs which include Action Aid, HURINET and Centre For constitutional Governance said that the bill was brought in bad faith to restrict the content of political discussions and space.

The Executive Director Centre for constitutional Governance Major Okwiri Rabwoni said that the public order management bill should be regulatory but not prohibitive as it is in the current form.
