The deputy speaker Jacob Oulanyah wants government to have an elaborate explanation about the state of security of its people.

The deputy speaker of parliament Jacob Oulanya has directed the minister of internal affairs to explain the security situation in the greater Masaka region and what government is doing about this.

This after the woman Member of Parliament for Masaka district Mary Babirye Kabanda requested that the parliamentary committee on security do independent investigations into these killings.

Kabanda explained that the killings that involve the panga wielding men started far back in February 2017 where a number of people have lost their lives with the most recent is what was reported on the 31st of December 2017 in Bukomansimbi where five people lost their lives, 12 seriously injured and two are still admitted in hospitals in critical conditions.

She requested that all families that lost their relatives be accorded the same financial assistance than when government carries out selective assistance.

Meanwhile, the shadow internal affairs minister Muwanga Kivumbi suggested  that the issue of killings should be entirely investigated country wide since these have also been seen in other parts of the country including Wakiso, Teso, Northern Uganda among other places and the method of killing has always been the same.

Parliament has demanded the office of the Attorney general to urgently table the Administration of the judiciary bill which is still lying in the Attorney general’s office.

The bill was proposed after the president promise to make undertaking to improve the retirement benefits of judges.

Dokolo county MP, South Felix Okot Ogong

The deputy speaker Jacob Oulanyah said that parliament had given leave to the MP for Dokolo county, South Felix Okot Ogong,  to introduce to parliament a similar bill but government pleaded for the member to abandon his private member’s bill  to wait for what government is bringing which is in vain .

The Deputy Attorney General, Hon. Mwesigwa Rukutana,  said that he regrets the delay to table this bill but his office is still in consultation with the ministry of finance so as when they come up with the provisions in this bill are sustainable and enforceable.

He added that the bill any time will be brought to parliament for consideration.

The Late Rurangaranga

Parliament has this afternoon eulogized to the former UPC party chairperson Edward Rurangaranga who passed away on Monday.

The body of the late Rurangaranga was received by the deputy speaker Jacob Oulanyah at mid-day accompanied by government chief whip Ruth Nankabirwa and UPC president Jimmy Akena.

The motion to pay tribute to Rurangaranga was brought by the prime minister Ruhakana Rugunda who said the late was a brave and patriotic Ugandan who played an integral role in the both the independence and post-independence period in this country.

 Rugunda says that every Ugandan should emulate the late especially in infrastructure development as he gave away his land for the construction of Kitagata hospital citing that many people right now cannot way for government projects.

The representative of the leader of opposition who is the deputy chief opposition whip Roland Mugume said that even then when he was a member of parliament then he warned government about the land amendments that government is seeking to make and tasked parliament to take note of this.

Mugume also urged government to come up with a policy on honoring the most important people in the country while still alive.

The UPC party president Jimmy Akena says that late worked a lot in building the party and called for reconciliation and unity so that the party could realize what the founders hoped for.

Former VP Kazibwe and Deputy Speaker Jacob Oulanyah

Former Vice President, Dr. Speciosa Wandira Kazibwe has met the Deputy Speaker Jacob Oulanyah and briefed him on her bid for the Chair of the African Union Commission. Kazibwe who met the Deputy Speaker in his Chambers said that she was committed to representing Uganda and also serve the Ugandans and Africans as a whole.
“Leadership is a service to the people. We have a big job of re-orienting young people ideologically,” Kazibwe said.  Kazibwe who is a member of the Panel of the Wise (PoW), one of the critical pillars of the Peace and Security Architecture of the African Union (APSA), said peace, security and infrastructural development are key to Africa’s progress.

“We need to optimise use of Africa’s resources for the benefit of all Africans,” she noted, promising to fast-track the implementation of “Agenda 2063”.
“Agenda 2063” is an approach to how the continent should effectively learn from the lessons of the past, build on the progress now underway and strategically exploit all possible opportunities available in the immediate and medium term, so as to ensure positive socioeconomic transformation within the next 50 years. She observed that the African continent has enough resources to deal with her peace and security work through prioritisation.
Oulanyah pointed out that Africa must put into perspective the dynamic of youth unemployment in relation to peace and security. Using Uganda as an example, he said that public service jobs are not more than 350,000.
“Even if all the 350,000 jobs were given to the youth, it would not satisfy the demand for employment by the tens of thousands who graduate every year from institutions of higher learning,” he said.
Dr Kazibwe suggested that the Ministers of Youth, Trade and Labour work in close coordination to address unemployment issues through supporting innovation, entrepreneurship and spurring industrial growth.
She added that she was keen on working with African parliaments and all institutions pertinent to mobilising populations to relate with the African Union in its vision of an integrated, prosperous and peaceful Africa, driven by its own citizens. She called for the rekindling of the Pan-African Movement and creation of a Parliamentary Committee on the African Union.
“I would be glad to see the AU flag flown alongside those of Uganda and the East African Community,” Kazibwe
The Deputy Speaker pledged that the matter of the Parliamentary Committee on matters of AU would be considered as “we review the rules”.He expressed total support for Kazibwe’s bid, which is themed on six areas; “peacebuilding and conflict resolution; infrastructure development; resource mobilisation; research, communication and people empowerment; member-state and partner engagement and reinforcing existing AU systems.”
