Adolf MwesigeDistrict Councilors allowance are to increase from shs 100,000 per month to shs 250,000 per month in FY 2015/16 the Minister of Local Goverment Adolf Mwesigye has said
The District and Municipal Deputy Speakers allowance will increase from shs 200,000 per month to shs 400,000 per month, all totaling to shs 5.15bn.
Adolf Mwesige revealed this while making the ministry policy statement for 2015/ 16 to parliament earlier this week.
This follows the Local Government Parliamentary Committee recommendation asking the Ministry of Finance, Planning and Economic Development to provide 20 billion shillings in the budget to facilitate the councilors as was proposed by the president.
Meanwhile Mwesige has also promised that his ministry will ensure that elections of Local Council leaders at the village and parish level happen in 2016.
He says his ministry is awaiting parliament approval of the  Local Government Amendment Bill before it instructs the Electoral Commission to schedule the LC elections in the 2016 campaigns.

The Minister for the Presidency, Muruuli Mukasa has revised the salary structures of public servants and councilors working in Kampala district. This follows a directive by parliament requesting him to table before the House the salary structure for the Kampala Capital City Authority staff. According to the sources in the minister’s office, the Executive Director of Kampala earns 36 million shillings per month while the deputy directors who are nine in number each earns 28 million shillings per month.

 The Lord Mayor of Kampala, Erias Lukwago earns 16.7 million shillings while his deputy earns 11 million shillings.

The chairpersons of Kampala divisions/Division Mayors receive 10.7 million shillings each and their deputies get 8.2 million shillings. Kampala district councilors receive 4.45 million shillings and the division councilors get 3.5 million shillings.

The least paid staff member in Kampala district earns 1.8 million shillings according to the new salary structure and that person is a messenger.

Although he is the deputy organising secretary of the Democratic Party, Sulaiman Kidandala has accepted to work with NRM councilors who are the majority in KCCA.

Out of the 32 district councilors in KCCA, 8 are on Democratic Party ticket, two are on FDC ticket, two on independent and the rest are NRM.

Kidandala who represents Kawempe North at KCCA says that there is no way he could decline to work with NRM councilors who make up the majority in the council.

He was nominated deputy lord mayor of KCCA in December last year by the Lord Mayor Erias Lukwago amidst resistance from NRM councilors. Kidandala says that he is willing to work with all the councilors and the government so he asked them to stop fighting him and they concentrate on developing Kampala Capital City Authority.

The Prime Minister, Mr Amama Mbabazi has said the censure motion that some Members of Parliament are preparing against him will NOT come to pass. He maintains his innocence in the alleged oil scandal in which he and two ministers are accused of taking bribes from oil companies.

Mr Mbabazi said the impending censure motion could only apply if he was a Minister. He noted that as Prime Minister he could only leave office on resignation, death, no longer qualifies to be a Member of Parliament (MP) or was removed by the appointing authority.

Amama Mbabazi John Patrick, new prime Minister of Uganda

Mbabazi was briefing the Kinkizi West Constituency Council Executive Committee on the bribery allegations in Kihihi, Kanungu district on Saturday. District Councilors, LC3 chairpersons, opinion leaders and special interest groups’ representatives attended the meeting.

Mr Ali Rugomwa, the committee chairman had said the constituents were worried that their MP would soon be kicked out of Parliament. He was also concerned about government failure to tarmac the 43km Kanyantorogo-Butogota-Mpungu and 40km Butogota-Buhoma roads.

“Be steady and rest assured that I am going nowhere because there is no iota of truth in the (oil bribery) allegations,” Mbabazi said. He explained that whereas the roads were some of the nine prioritized throughout the country the government could only raise money for three this year.

He said MPs asking him to step aside on false allegations was tantamount to convicting him over unfounded claims and sentencing him unfairly. MPs including Theodore Sekikubo, Mohammad Nsereko, Gerald Karuhanga, Wilfred Niwagaba, Celina Nebanda and Rosemary Seninde wanted Mbabazi and Ministers Sam Kuteesa and Hilary Onek to leave office.
Mr Mbabazi briefed his constituents on the 10 resolutions, among which was that government halt transactions in the oil sector until there are adequate enabling laws. He said Cabinet rejected the idea because similar resolutions had delayed power generation at Bujagali in Jinja, slowing down economic transformation in the country.

“Government cannot stop oil activities because they are the way to industrialization and solving the employment problem,” Mbabazi said. He explained that the country had already earned over 2.5 billion shillings in oil revenues which would be used for the Karuma power generation facility.

He underscored the importance of agriculture in driving the economy, saying the Government had increased funding to the sector to 20% of the national budget, up from 4.8% last year.

Mbabazi said value addition to local products would be strongly supported to transform the economy. Other incentives included tax waivers on some products and improving the general investment climate in the country.
