Local government leaders have been criticized for abandoning their duties upon being elected to office leaving many communities desperate and disorganized.

Tom Kyakwise, a local government expert working with the United States Agency for International Development (USAID) under the Governance, Accountability, Participation and Performance Program notes that some local Government leaders are not spearheading development and community mobilization.

Kyakwise says that some leaders do not even engage in guiding the communities on simple matters expecting the central government to intervene.

He says that in some districts, leaders are watching in abdication as the population engages in non-productive activities such as drinking alcohol very early in the morning.

Kyakwise said this while officiating at the opening of a meeting by local government leaders organized by the Uganda Local Government Association (ULGA) at hotel Africana on Wednesday.

He says that the hallmark of a leader must be the legacy they leave behind and that in Uganda it can be related to the transformation a person has led in a given community.

Kyakwise insists that leaders who have no legacy are useless and easily forgotten.

Opposition Members of Parliament have today July 27, 2016,  proposed an amendment in the tenure period of accountability committees from the current two and half years to five years to enable a smooth operation of their work.

Speaking to Journalists at Parliament during the handover ceremony for the parliamentary committee on local government accounts, the Opposition’s Chief whip Winfred Kiiza, said that they had observed that change of leadership of this committee every after two years affects the tracking of accountabilities.

Kiiza handed over the office to the new bearer Reagan Okumu.

She said this in particular happens in government ministries where officials are often transferred and this makes it troublesome tracking them if the accounts committee leaves office within a short time.

She also said that redeployment of accounting officers like Chief Finance Officers (CFOS) and Chief Administrative Officers to other district before accounting for expenditure of the period of their operation is wrong because it is not easy to trace these officials to account for the funds for the previous districts.

Okumu, while receiving the new office said that his committee will stick to the Auditor General (AG) reports over the accountability of the district funds as a way of disposing off of the many pending reports to reduce the current backlog caused because of the many administrative units like districts, municipalities,sub counties and municipal councils.

He urged the whistle blowers to utilize the local government accounts committee to report contracts and donor funds what is perceived not accounted for.

Parliament

23 districts have been passed by approval of 196 members of parliament. The passed new districts have put the number of districts to 135 in the country.

Districts passed to start on 1st  July 2016 include, Kaumiro, Ommoro , Lubanda   and Kagadi district. The districts to begin as of 1st July 2017, consists of  Namisindwa, Pakwach, Butebo ,Rukiga, Bunyangabo and Kyotera  district. Districts to take effect 1st July 2018 , are  Nabilatuk, Kasanda, Kwania, Bugweri, ,Kikube and Kapelabyong district. Other districts    to  kick off  as of  1st July 2019 include, Madi-okollo, Rwampara, Obongi, Kazo, Kitagwenda, Karenga and Kalaki district.

However, the Minister for local government Adolf Mwesige faced hard times in parliament when  a number of Members of Parliament continued to bring  names of places they wanted to be considered as districts. The Member of Parliament for Budadiri district Nathan Nandala Mafabi asked government to make each sub county a district since many MPS were demanding their sub counties to become districts.

MPs wanted districts like Buwarasi, Terego, Maracha, Mukuju, Kisoko, Oyam, Kasambya,  Bugendera, among others, to be created.

Current Local Government Districts in Uganda

Cabinet has agreed to create and operationalise four new districts by 1st July 2016. The districts include Kagadi which comprises the counties of Buyaga east and West; Another district is Kakumiro which has two counties of Bugangaizi west and east and both districts are being curved out of Kibaale district.

The third district is Omoro which will comprise of only Omoro County represented by deputy Speaker Jacob Oulanya and will be curved out of  Gulu district. Rubanda County [Kabale district] represented by state minister for economic monitoring Henry Banyenzaki is also being proposed to begin operating by this same time.

The same cabinet approved more districts to be created in subsequent years as hereunder:

Districts to be created July 2017  include, according to the list: Namisindwa [from Manafwa], Pakwach district represented by State Minister Fred Omach [Jonam county] which is being curved off Nebbi district], Butebo district [Butebo county] of Palisa district, Rukiga district [Rukiga county] of Kabale district, Kyotera district [Kyotera county] of Rakai district and Bunyangabu district [Bunyangabu county represented by Adolph Mwesige] of Kabalore district.

Districts to be created July 2018  include Nabilatuk district from Nakapiripirt, Bugweri district of  [Bugweri County] of Iganga district, Kasanda district [Kassanda county] of Mubende district, Kwania district [Kwania county] of Apac district, Kapelebyong district [Kapelebyong county] of Amuria district and Kikuube district [Buhaguzi county] of Hoima district.

Others to be created in July 2019 are  Obongi district, Kazo district, Rwampara district, Kitagwenda district, Madi Okollo district and Karenga district to be curved off Kaabong district .

Local government Minister Adolf Mwesige said that the districts have been granted in stages because of financial constraints. He noted that in total, to run a district every financial year, it required not less than 16 billion shillings  and that by 2016, the available resources will only cater for four districts of Kagadi, Kakumiro, Rubanda and Omoro while others will have to wait as proposed.

The parliamentary public and local government committee recommended to parliament to create 25 new districts. This came as government had suspended the creation of new districts. The proposed new districts are estimated to cost 1.7 trillion shillings if parliament approves it.

The proposed new districts include Kyadondo district curved from Wakiso district, Kyotera  from Rakai district , Kasanda from Mubende district , Kagadi created from Kibaale, Kagadi district ,Omoro from Gulu district , Bugweri from Iganga district , Kikube from Hoima district , Butebo, Pakwach , Rukiga, Rubanda , Namisindwa, Nabilatuk, Bunyangabo , Kwania, Kapelebyong, Obongi, Kazoo , Rwampara, Katagwenda, Kihihi , Madi-okolo and other two new districts will be from Kasese.

The public service and local government committee however, said that district like Entebbe and Kasambya was left out. The committee chairperson, Grace Freedom, while reporting to parliament, said that the new districts were duly requested by local people and councils. The committee noted there was no consensus on boundaries to be created for more two districts in Kasese.

The minister of local government Adolf Mwesige said that he is going to study the committee’s report on  the creation of new districts .

The office of the president is preparing to construct offices in Buhweju, Butaleja, Buvuma, Nakapiripirit, Napak, and Rubirizi district. The sources in statehouse have informed us that the office of the President has put aside over 36 billion shillings to be used for the acquisition of a contractor to carry out the construction of Government Offices in Buhweju, Butaleja, Buvuma, Nakapiripirit, Napak and Rubirizi Districts respectively.

The Office of the President has now invited sealed bids from eligible bidders for the provision of the works described above and the bidding will be conducted in accordance with the Open Domestic Bidding procedures contained in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003, and are open to all bidders from eligible source countries. A source which is well conversant with statehouse issues has told us that interested eligible bidders may obtain further information from The Office of the President and inspect the bidding documents from the same office. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the same office and upon payment of a nonrefundable fee of 200,000/= per lot. The method of payment is through a URA bank payment advice form.

The election of model farmers across the country is done every financial year. Each district, sub county and parish must all elect model farmers.

The ministry of agriculture, in which the government programme Naads dwells, has requested all districts, divisions, town councils, wards and parish officials to mobilize farmers for this exercise in their respective communities.

We have been told that in Wakiso, Luweero, Kampala and Mukono district among other districts in Buganda kingdom the exercise will run from November 24th to December 30th 2011. The CAO of Wakiso, David Naluwayiro confirms that the elections of model farmers will take place this month.
