The decision was taken in two meetings with the first held on August 20 and the last one on Monday last week according to a source.

The source said President Yoweri  Museveni was unhappy with the UNRA performance, especially in the rural areas where roads are impassable yet it is where majority of votes for his NRM party are.

Efforts to confirm the Cabinet decision with the Minister for Information, Mr Frank Tumwebaze, were futile. Two of his known mobile phones were switched off.

Deputy Minister for Information, Dr Chris Baryomunsi, too did not respond to our calls and message about the resolution.
The Deputy Director of Uganda Media Centre, Col Shaban Bantariza, confirmed the decision to re-organise government agencies, but said he did not have details.

“I know a decision was taken but I do not have details of how many will be affected or their status in the new arrangement status,” Col Bantariza said and referred Daily Monitor to the director of Uganda Media Centre, Mr Ofwono Opondo for further details.

Government is considering to establishing a mortgage financing facility to enable housing investors to access the cheap loans to put up low cost houses.

This was revealed by the Minister of Housing and Urban Development, Dr.Chris Baryomunsi, while making a ministerial statement on the state of Housing in Uganda in parliament.

He says that an assessment is being done by the ministry of lands and urban development to establish the fund in one the government banks to have Ugandans easily access loans that are payable for longer periods of time in with low interest rates.

Baryomunsi says that investors in housing have been putting up expensive housing units which cannot be taken up even by many low income earners, adding that government is to cut on some of the operation costs of the investors in housing through providing utility services in the location of the housing units.

He revealed that the national housing has plans to construct over 3,000 housing units in Bukerere in Mukono and Lubowa to increase on the number of houses for city residents.

State Minister for health in charge of general duties, Dr Chris Baryomunsi

The Ministry of health has received transport equipment to help in elimination of neglected tropical diseases in the country. The state Minister for health in charge of general duties, Dr Chris Baryomunsi, made the announcement during a function where his ministry received a donation of 16 motorcycles and 7 vehicles worth 1 billion shillings from donors including RTI international, sight savers and Queen Elizabeth diamond jubilee among others.

The minister said that tropical neglected diseases are still a challenge in Uganda especially in poor communities and Government has a duty to ensure that Ugandans are free of the diseases by 2020. Baryomunsi said that mosquito nets can also prevent tropical neglected diseases such as elephantiasis, hydroceles and river blindness, so people, especially from poor communities, should not misuse them for other purposes.

The donation will specifically help the Neglected tropical diseases program under the Ministry of health to eliminate trachoma in Karamoja and Busoga region. The country Director Sight savers Uganda, Dr. Johnson Ngorok, said that sight savers will continue supporting government to restore sight among affected Ugandans.

The neglected tropical diseases include River blindness, Trachoma, Elephantiasis, Bilharzia, intestinal worms among others.

Justice KavumaToday, 18th March 2015, the Appointments Committee of Parliament which is chaired by the Speaker of Parliament Rebecca Kadaga has vetted the newly appointed ministers, the Chief Justice Bart Katureebe and his deputy.

However it was not an all-smooth sailing process as Opposition Members of Parliament stormed out of the Appointments Committee to protest the appointment of Justice Steven Kavuma as the new Deputy Chief Justice.

Kavuma’s appointment to the 2nd highest office in the judiciary has been marred in controversy as this comes two days after a petition to block his appointment was thrown out of court.

The opposition MPs who included the leader of opposition Wafula Ogutu, Betty Amongi and Richard Sebuliba protested Justice Kavuma’s appointment on the basis that Kavuma did not apply to the judicial service commission for the job.

Despite the protests, Kavuma was approved as the Deputy Chief Justice by the committee anyway.

On the other hand, the Chief justice Bart Katurebe upon being approved by the committee pledged to make the judiciary more independent than before.

The ministers who appeared before the committee include Jim Muhwezi the new Minister for Information and National Guidance, Evelyn Anite, Minister of state for Youth, Vicent Sempija, Minister of state for Agriculture, Philimon Mateke, Minister of state for Regional cooperation, David Bahati, Minister of state for Planning,   Dr. Chris Baryomunsi Minister of state for Health and Taboa Tekodiri  as Minister of state for Higher Education.

Bahati said that he is going to make sure that money borrowed will be used for that purpose and not misused.

Evelyn Anite promised to focus on youth unemployment and protection of children using the child protection unit.

“If approved I will focus on protection of children using the child protection unit” said Anite minutes before facing the Appointments committee

Member of Parliament for Kinkizi west also the parliamentary commissioner Dr. Chris Baryomunsi has put the minister of works to task to explain why the Rukungiri Kanungu road was not considered in the 2010/2011 national budget.

Commenting on the budget on the floor of parliament, Dr. Baryomunsi revealed that the president had pledge to the people of Kanungu to have the road worked on saying that he was surprised to see that the road was not budgeted for.

The MP says that the ministry of works should immediately starts working on it so as to enable the people of Kanungu easily access the rest of the world.

Baryomunsi also challenged the minister to investigate the road contractors that are constructing citing out Kampala masaka road which he said is poorly constructed and therefore end up leading to accidents.

The minister of works Ibrahim Byandala defended the ministry saying that government realized little money that he could not have all the roads constructed.

He promised that the government will in future look for the funds to start construction of all roads earlier promised by the president.
